<br />/ "292 <br /> <br />Included in Mr. Sue1s presentation was: that site was a <br />complex one; city master plans for ultimate development <br />to a full potential included various acquisitions of pre- <br />sent park land and possibility of some property-fronting <br />on Jefferson Avenue; that plans have been prepared in the <br />ultimate sense to a total park over a 10-15-20-50-100 year <br />period as well as including plans which could take place <br />now in a period of first phase developmentr that buildings <br />presently on site represent heavy capital investments and <br />would probably have to remain and that site plans were de- <br />signed around them. <br /> <br /> <br />- " . <br /> <br />Mr. Sue's design included: a lagoon, west and southerly of <br />the Veterans Memorial Building, and a controlled waterway <br />proposal for the 'creek segment designed to handle 350 cu. <br />ft. per second through the park channe1-approx. 61 deep <br />and 101 wide at the bottom and approx. 30-40' wide at the <br />"top, noting a map-indicated well near Madison Avenue which <br />could be uncapped and used as one source of water supply <br />for the project¡a green belt with mounded areas to a grade <br />which would permit use of tractor drawn equipmentr pathway <br />system along creek systemr small picnic areasr Phase 3, <br />C.A.B.: more ballfie1ds, eliminating of all inside-the- <br />park parking - possible covering of lIimprovedli gunited <br />section of creek near Vera-Dickey streets to permit large <br />parking site; said that it was their feeling that preserv- <br />ing the stream would be more visually attractive and not as <br />costly as covering the creek; that the plans as presented <br />were their .own as professional architects as they had not <br />been swayed one way or the other with regard to solving <br />the creek problem~through the park. <br /> <br />Mr. Sue also displayed small model of suggestion for play- <br />ground equipment at Dolphin Park - a "Chinese Junkll install- <br />ation which embodied slides, climbers, etc. and which would <br />be approx. 60' long. <br /> <br />COMMISSION DISCUSSION included: Acknowledgement that the design <br />as presented was most attractive from a visual standpoint but <br />regi"stered its instant and strong opposition to the proposed <br />lagoon and open stream system, noting that the Commission had <br />gone on record for a number of years as recommending covering <br />of the creek which would permit immediate utilization of approx. <br />5 acres of park land in the park for development and expansion <br />of park facilities which are so urgently needed. <br /> <br /> <br />In opposing the open stream system, Commissioners noted: that <br />the creek is, and always has been, an eyesore and public health <br />hazard; that, with the exception of only a few weeks of the year, <br />the creek contains either mud, stagnant water, or a small trickle <br /> <br /> <br />. . <br />
