r - 16

Chairman Knecht expressed concern over the lack of information re-
garding a golf course for the city, noting that no evident progress
had been made on a golf project for some 12 or 13 years.

Mr. Ullrich said that his latest information was that SF Water Depart-
ment expect to come out within 30 days with their recommendations as
to how they will utilize the H/H r/w lands west of Redwood City and
that there had been indication from Mr. Lilly that they prefer to
utilize property by private development and not lease to municipali-
ties: that Redwood Ci~y has utilities þhat are required to develop
the property - water a nd sewer-and it might be possible to get some
consideration near the Redwood City end of the property as opposed
to near Ralston Avenue which preliminary plans showed possible golf
course development there. .

Item postponed to February.

9 - A~~E~ S~-CO~TTE~J- pro~~es~ lreport ~nß recomm~ndat~on-
por~~ C~ _~omps~n:

Committee Chairman Thompson, noted that committee -Commissioners
Thompson, Whitmore, and Knecht, and Mr. Morton, Mr. Balzarini, Mr.
Paulson, Mr. Yoshida, and Mr. Wooten, had held several meetings
during November and had reviewed the various items of the budget
which were not approved, and that tonights report was a recommend-
ation regardihg the personnel needs of the Park Department.

Mrs. Thompson- report included: that we keep adding more areas,
facilities, and responsibilities to park department, without.ade-
quate personnel, proportionate funds for special departmental supp-
lies, contractual services, 'or equipment; department does not have
enough man hours available to maintain facilities-and it shows:
since July 1st we have added: LeBlanc Mini park: municipal Services
Center area: landscaping at Firehouse #4: maintenance on Marine World
parkway )4 acres-lineal): Neighborhood Park #1 - 6 1/3 acres (mostly
lineal); 260 street trees in Shores (75% completed); and yet had
only two additional men approved for the department - principally
for the Shores projects; Park Maintenance Norms for compact type
land areas show the lIidealll as 1 man per each 4 acres (lineal type
areas require more maintenance ,time) - and RC is operating on a
better than 10 acres per man: department is geared to maintenance
only but has been actively involved in construction programs etc.
in parks and with limited staff: department is responsible for:
128 acres park and recreation lands and landscaped areas of 5,575,680
sq. ft.; 27 acres at 11 schools of 1,176,120 sq. ft; and 10,000
street trees -1100 alone were planted in 1968-69; 260 in process at
Shores -or a total of 155 ¡acresi 19,000 street trees, 6,751,800
sq. ft.: to the lIideal? RC should have a working personnel of 40-
not the present 21, or a total staff of 42~ and not the present 23~;
Comparable figures of several nearby cities show we are way short of
help: very few budget items were approved this year for newequipmmbt
