2'

-

to be still considered in city plans and had supported the min-
iature plans idea; were impressed with drawings which had been

,

developed; and asked such questions as - could the creek be
treated just as a natura~ stream, what funds, were available from
bond monies, etc. - questions which hopef~lly could be snwered
at the next meeting ëf the group.

Mr. Ullrich, in response to commission request at the Jan. 7th
meeting, provided the following inf~rmation: there was $1,555.00
in the storm drain bond fund - to complete the three upper reach-
es of the Emerald branch of Redwood Creek, Stulsaft branch, and
one other, and what is decided to be done in Community Park; the
latest estimate by Jenks and Adamson for a closed boxed culvert
'is $177,000; if Council elects to do this on recommendation of
the commission - the bond fund could be used for this entire
amount; bond funds cannot be utilized for landscaping which goes
on top of culvert; bond funds can be used for - re-alignment of
creek, construction of the IIbox" and back-fill to protect box

.

but not for top soil fill and not for landscaping, re the open
stream treatment designed by Ribera & Sue, the only portion of
bond funds which could be used are - the concrete slab bottom,
the 18u wing walls, and the eart~work ~nvolved in grading back
the swale---an estimated $72,000 could be funded from bond monies
for this work. The Ripera & Sue estimate for a recirculating
stream system is $171,000, only $72,000 of which could come from
bond funds. The Ribera & Sue plan woul,d end up with approx.
13,000 cu. yards of excess dirt which could probably be sold.
Mr. Ullrich said he would provide us with a memorandum on ,the
above.

Mr. Ullrich said he would strongly recommend that the commission
have someone from Jenks and Adamson give an opinion as they have
some very serious reserves on the open stream plan - 1. the
1j.ydraulics system which they are not sure is feas, ible and 2. the
prime concern of liability, not only of _Jenks and Adamson but of
the City, of an open stream without fencing and the potential of
youngsters getting in it and being swept into the pipes and dis-
appearing into the boxed_sections.

The commission asked Mr. Ullrich to have a representative from
Jenks & Adamson present at our next meeting.
