<br />,24 <br /> <br />8 - BRIZEE PROPERTY - a. Progress Report: <br /> <br />Mr. Ullrich said that city has signed agreement with Mrs. Brizee <br />for a 1 year lease; that she has been paid; and suggested that <br />recommendations be made for development, and city will determine <br />how it is to be funded. <br />b. Approve site plans for development: <br />Commissioner Thompson moved to recommend to Council that the <br />site plans for the Brizee property be approved, seconded by Comm- <br />issioners Thompson, Whitmore, Knecht, Coffis and Morganll; Ab- <br />staining - Commissioner Schenck. ("Mrs. Morgan, later in the <br />meeting asked that her 'vote be changed to a "yes" vote on this <br />motion-and it is so indicated above.) <br /> <br /> <br />Commission discussion included: that present fence at LeBlanc <br />Mini Park would be removed; that fence would be placed adjacent <br />tothe apartment building on the west side of the new portion; <br />expression of -some concern over developing of si te under only <br />a 1 year lease agreement even though the lease provides that it <br />will automatically be renewed unless it is cancelled by either <br />party with 90 days notice; that most of improvements could be re- <br />moved, excluding the hard top area - for basketball, volleyball, <br />etc: that basketball, etc. area, would cost approx. $2,975, with <br />development of the total project estimated at $14,000; that the <br />site and facilities would get lots of use. <br /> <br />9 - CANYON ROAD PROPERTY - Progress Report: <br /> <br />City Manager Ullrich: <br /> <br />Mr. Ullrich provided a map of the area, for each commissioner, <br />on which, by color, was indicated all three phases of the project. <br /> <br />PHASE 1 (pink) - city in process of condemnation: has $28,000 <br />committment from County towards purchase price; - <br />PHASE 2 (green) - has been purchased and city now has title; <br />PHASE 3 (blue) - city has had several good offers on parcels but <br />no action has been taken. Some of site is relatively steep but <br />there are several reasonably level areas. <br />Mr. Ullrich said S.F. Water Company had indicated that city <br />could get surface rights to the H/H r/w, under a revocable permit, <br />without any problem. <br />Commissioner Stuart suggested that city get permit for r/w all <br />the way to Oak Knoll Drive - this would allow four entry areas to <br />project. Mr. Ullrich said this was being considered; that County <br />has indicated that they will continue to contribute 25% of actual <br />cost of acquisition; that no funds are available from either <br />federal or state agencies; that on Phase I, city has IIpriorll <br />approval from dederal agency but no funds are available. - ~~. <br />Ullrich said that the Emerald branch (creek) will be put in 14" <br />pipe under the storm drainage program. <br /> <br />'. <br /> <br /> <br /> <br />, :,:,,;" , <br /> <br />",' ,.
