City of Redwood City

EXHIBIT "A"
SCOPE OF WORK

Scope
Blomquist Street EXtension

2.00 MILESTONE 1 - 35% Submittal

2.01 Bridge foundations and earth retention systems. Manna will analyze the feasibility of the
use of bin type abutment/mechanically stabilized embankments (MSE) walls to support the bridge
abutments. If needed, a geotechnical enginering subconsutant will prepare preliminary geotechnical
design criteria based on a combination of readily available report and cursory site investigations.
Substructure design using this system is aimed at minimizing excavation and eliminating the use of
piles. Additional subsurface investigations and soil tests, if needed, will be identified

2.02 Bridge type selection report. This report identifies and evaluates alternative bridge cross
sections and methods of construction. At least three candidate alternatives will be evaluated for
respective advantages and disadvantages on the basis of cost, constructability, safety and aesthetics.

Manna will develop concept selection criteria considering functional and structural requirements,
capital cost, maintainability, enviromental impact and aesthetics.

In making this bridge type selection, issues of flooding and site contamination vvill be additionally
considered. The bridge will have to be designed for the lOa-year flood when the high water level is
expected to reach up to Elevation 107. The existing elevation of the Docktown Marina is roug1:ùyat
Elevation 107. The lOa-year floodplain vvill require building up the original grade at both ends of the
bridge. MSE walls will be used to achieve this required grade.

Manual calculations, and/or computerized struetural models will be utilized to analyze alternative
in arrive at the prefen-ed alternative, as appropriate..

2.03 Bridge construction staging and constructability. Manna will investigate the construction
staging and constructability of the candidate bridge types. Design-build option and design-low
bid/contracting options will be evaluated as alternative project delivery methods.

2.04 Topographic surveys. AP A will conduct a design level strip topographic survey for the
proposed Blomquist Street Extension alignment from Maple Street to Bair Island Road. The width
of the strip survey will be approximately the width of the ultmate right of way, plus 100 feet on each
side of the right of way. Spot elevations at approximately 50-ft grid intervals will be provided.
Contours will be plotted at 1-ft intervals. This survey vvill be tied to the City's horizontal and
vertical controls.

2.05 Research for boundary, deeds and maps. Blomquist Road is to be extended past Maple
Street and through private property and will require ROW acquisition. j\P A "rill research horizontal
and vertical controls from City and County records, including maps, deeds, and boundary
infonnation for all properties adjoining the project site.

2.06 Office engineering to prepare topographic survey map and boundary. AP A's in-office
work will include the preparation of topographic survey map, calculations, and delineations of the
boundaries of affected properties.

11/06/00

MANNACoNSULTANrs, INC

2
