<br />238 <br /> <br />It was pointed out that the intent was to avoid political influence as a <br />Commissioner, not as a private citizen. <br /> <br />Page 21, Paragraph 3 - It was suggested that the word "ready" be changed to <br />to "willing: and the' words "at any time" be deleted. <br /> <br />, <br /> <br />Page 21, Paragraph 5 - This was briefly discussed and the Commissioners <br />felt it needed to be clarified, the intent being not to bypass or "end <br />run" the Administrator. <br /> <br /> <br />Commissioner Weintraub felt the Code of Ethics would be good, especially for new Com- <br />missioners. Chairman Schenck remarked that it gives guidelines and directions and coull' <br />be used by new Commissioners who are vague as to their duties and expectations. Com- <br />missioner Guida expressed a desire that the Code of Ethics be called "Guidelines" <br />and also inserted into the Commissioners Manual. The Commission Relations Committee <br />will meet again to evaluate these suggestions and submit the matter again to the Com- <br />mission at a later date. <br /> <br />ITEM 4 - Monthly Reports <br /> <br />A. ~artmental Report - Mr. Weeks added that he and the Public Works Director met <br />with Singer and Hodges, Consultant for the neighborhood parks design. A contract is <br />being prepared for Council approval. Preliminary sketches will be prepared and refer- <br />red to the Commission <br /> <br />Commissioner Knecht moved to accept the Department Monthly Reports, seconded by <br />Commissioner Weintraub. <br /> <br />Ayes: Commissioners Knecht, Rollins, Schenck and Weintraub <br /> <br />Nays: None <br /> <br />Note: Commissioner Guida out of the room. <br />Motion carried. <br /> <br />B. Waterfront Committee - A brief report was given by Commissioner Knecht who mentioned <br />that it was the consensus of the Waterfront Committee to construct a golf course as a <br />buffer between the wildlife area on Bair Island and the area designated for residential <br />use. <br /> <br />ITEM 3 - Presentation of Recreation Philos°ehr Training Aide <br /> <br />The movie on leisure time use was shown at this time. It was thought that the movie <br />might be used as an aide in developing goals, philosophy, and services rendered by the <br />Parks ~ Recreation Department. The movie delt with the leisure ethic emphasizing that <br />many people need to learn to use their leisure time constructively and enjoyably. <br /> <br />ROUND TABLE <br /> <br /> <br />Commissioner Rollins raised the question of the possibility of obtaining the Armory <br />located in Community Park for Parks ~ Recreation Department use. He suggested there <br />may be a possibility of trading some land at the Marina for A~ory use. He suggested <br />that perhaps working through Assemblyman Dixon Arnett this exchange could be made. <br />Mr. Weeks explained that the possibility of acquiring the A~ory property had been <br />discussed off and on in the past and that it was the consensus that the City WÐuld <br /> <br />have a difficult time justifying the need for this property until such time as the total <br />park was developed. Mr. Weeks suggested, however, that he would discuss the matter <br />further with the City Manager and report back to the Commission at a later date. <br /> <br />
