<br />-~-~.- ~ :'~.2 3 <br /> <br />Commissioner Weintraub asked what the Commission could do to keep <br />the PYC. from having any monies budgeted for fiscal year 1974.75. <br />. Mr. Weeks suggested that the Commissioners should attend the <br />budget hearings to voice their concern. <br /> <br />MOTION: <br /> <br />Commissioner Knecht moved that the Parks & Recreation Commission <br />send a letter to the City Manager to state the Commission's <br />desire to "wash their hands" of the PYC, seconded by Commissioner <br />Schenck. <br /> <br /> <br />On the question: <br /> <br />Commissioner Schenck mentioned that several Commissioners had <br />gone to past City Council budget meetings and that the City <br />Council voted on the allocation for fiscal year 1973-74 before <br />~the Commissioners' scheduled meeting with the Council. Commissioner <br />Schenck wrote a letter to the City Manager and the Mayor requesting <br />that the Commission have an opportunity to speak about the 1973-74 <br />PYC allocat ion. However, Commis s ioner s were allowed to vo ic.e <br />their opinion only after the fact. <br /> <br />Commissioner Weintraub indicated she would not vote on the motion. <br />She felt the Commission should be heard, but heard from indi- <br />vidually. She felt sending only a letter would not be as effective. <br /> <br />Chairman Guida agreed with Commissioner Weintraub. He did not <br />feel the Commission should simply "wash their hands" of the <br />matter. <br /> <br />There being no further discussion, Chairman Guida called for a <br />vote. <br /> <br />Ayes: <br /> <br />2 - Commissioners Knecht and Schenck <br /> <br />Nays: <br /> <br />3 - Commissioners Guida, Pound and Weintraub <br /> <br />Motion failed. <br /> <br />MOTION: <br /> <br />Commissioner Weintraub moved that the Commission request of the <br />City Manager to recommend to the City Council that the total <br />figure of $12,000 proposed for the Polic~ Youth Club subprogram <br />be deleted from the budget and that the request include the <br />Commission1s strong feelings toward the matter and grave concern <br />the recommendations for the last three years have not been seriously <br />considered and that this year's request receive serious consideration. <br />The motion was seconded by Commissioner Schenck. <br /> <br /> <br />On the question: <br /> <br />Chairman Guida indicated he would vote against the motion because <br />he felt progress was being made and will be made when the report is <br />acted upon. He felt that if the PYC was abandoned, the Parks & <br />Recreation Department would have to take up the activities offered <br />by the PYC. <br /> <br />Commissioner Schenck felt no progress was made in three years <br />and the City has been subsidizing the PYC for that entire time <br />even with the Commission's recommendations not to.
