~ ~~ -:... ,!, . --fî 7
~.' '(;J

MI. Weeks reported that the memorial had been presented to the Civic Cultural
Commission and they were pleased to be requested to participate. They made
two suggestions for the memorial: one, perhaps some small plaques could run
vertically down the dais indicating the highlights of Red Morton's life and,
two, perhaps this lettering could be etched into the concrete of the dais.
Other than these two suggestions, the Civic Cultural Commission was pleased
with the memorial and moved officially to endorse it in concept. They also
offered to join with the Parks & Recreation Commission in a joint recommenda-
tion to the City Council if the Parks & Recreation Commission so desired.
The Commissioners indicated they would be pleased to have the CCC's support.

MOTION:

Commissioner Schenck moved to accept the report,
seconded by Commissioner Rollins.

The motion carried unan~ously by voice vote.

Chairman Guida wanted to know if the Commission was ready to join with the CCC.
As the Commission indicated it was, Chairman Guida requested staff to make a
joint recommendation to the City Manager and City Council for acceptance of
the proposed memorial.

Commissioner Schenck mentioned the Committee was concerned about the rose
garden and its location. The Committee requested staff to research moving the
rose garden. With the new proposed tennis courts going in in that area, the
Committee felt balls would be driven into the rose garden continually.
Mr. Weeks mentioned that the staff will be trying to do some research on this
item within the next few months.

Mrs. Wong asked where the plans for the new park development were kept. Mr.
Weeks stated that she could came to the Parks & Recreation office any time at
her convenience and he would be happy to show them to her.

AGENDA ITEM 2 - Review öf Municipal Marina Operations

Mr. Weeks indicated that the staff attempted to send the Commission as much
data as possible concerning the Municipal Marina and the tentative rules and
regulations. Mr. Weeks introduced John Mackenhausen, Harbor Master at the
Marina. Mr. Weeks and Mr. Mackenhausen worked for some time putting together
some of the rules and regulations under which the Marina has operated for the
past several years. They found they had need for a brochure which would
describe the Marina and they will be developing this as time allows. Mr.
Weeks mentioned that some of the Marina rules and regulations are in the
ordinance yet some are not. The staff has recently been meeting with the
City Attorney to coordinate the ordinance with the rules and regulations.

In addition, staff has been working for some time on a fee change for the
ramp which was adopted by the City Council. It establishes a ramp fee charge
to a single charge of $1.00. This fee charge will be effective July 1,1974.
Mr. Weeks explained that the staff and the Harbor Master had reviewed many of
the harbors in the Bay Area before making the fee change. They discovered
that Redwood City had the only Marina in the Peninsula Bay Area with a vari~
able ramp fee which complicated collection, and this was one of the reasons
for the change.

Commissioner Schenck asked if the Marina was a revenue producing facility.
Mr. Weeks indic~ted that it has always been self-supporting.
