<br />--~~- "'-:'47 <br /> <br />AGENDA ITEM 2 - Discussion - Final Draft of Police Youth Club Report <br /> <br />It was explained that this report attempted to point out the current situation <br />with regard to the Police Youth Club. The final report is now ready for sub- <br />mittal to the City Manager. <br /> <br /> <br />Bill Paulson, Recreation Superintendent, discussed the background information <br />in the report together with the supporting data which pointed out the various <br />operational policies and program evaluations relative to the current operation <br />of the Police Youth Club. Each program was evaluated with respect to its <br />effectiveness and with respect to its degree of accomplishing the goals and <br />objectives as set forth by the Police Youth Club. The report called for <br />various alternatives as well as some suggestions with re~pect to ~proving <br />the PYC operation as well as the::future status of the funding of the opera- <br />tion with public funds. <br /> <br />Upon conclusion of the presentation, Commissioner Schlesinger once again com- <br />mented on the extensiveness of the report and thanked the staff for a well <br />written report covering an objective approach to the PYC operation. Commis- <br />sioner Rollins commented that the PYC was initially started to acquaint the <br />youth with the police through skilled training and in the early stages of the <br />program served a significant portion of the population. It was his feeling, <br />however,at.this t~e that the community relations functions of the police <br />function had changed considerably and that currently there was very little <br />police participation in the PYC program. He expressed a concern of many of <br />the Commissioners that there was question in their minds as to whether or <br />not the City, through the Parks & Recreation Department, should continue with <br />subsidization of the program unless objectives were reevaluated and a new <br />thrust was made. <br /> <br />Upon completion of the discussion the following motion was made: <br /> <br />MOTION: <br /> <br />Commissioner Schenck moved to accept and support the PYC report, <br />seconded by Commissioner Rollins. <br /> <br />The motion car~ied unan~ously by voice vote. <br /> <br />REPORT ITEM 1 - Community Park Committee <br /> <br />Commissioner Schenck briefly mentioned that the meeting the Committee has with <br />the consultant for Community Park was very profitable and the Committee was <br />pleased with the proposed park name signs. The signs for the park will have <br />metal letters mounted on laminated wood backgrouud. It was pointed out that <br />the second phase plans are nearly complete. <br /> <br />MOTION: <br /> <br />Commissioner Schenck moved that the Community Park Committee <br />report be accepted, seconded by Commissioner Rollins. <br /> <br /> <br />The motion carried unan~ously by voice vote. <br /> <br />REPORT ITEM 2 - Redwood Shores Committee <br /> <br />Commissioner Wilson stated the written report was quite complete. It was <br />pointed out that the scope-of-work for the Redwood Shores park areas would <br />be forwarded to the Council for approval after which consultant interviews <br />would be held. <br /> <br />
