The Committee's report was discussed <br />and the Committee's recommendation to recommend the area bordered by Chestnut, <br />Stambaugh, Cedar and Middlefield be chosen as the area to be developed for a <br />neighborhood park in the Middlefield area was approved. <br /> <br /> <br />Committee Chairman Knecht also discussed the Committee's recommendation to <br />take no further action on the proposal to purchase the area commonly known as <br />Motorcycle Hill. After a rather thorough investigation of this proposal, the <br />Committee felt that there was insufficient justification to change priorities <br />and objectives. in order to make it possible to purchase this site. They con- <br />cluded that the site did not offer sufficient possibilities for park and <br />recreation development. <br /> <br />Committee Chairman Knecht then introduced an additional report dated October 9, <br />1974, concerning the proposal to purchase the portion of LeBlanc..,Mini Park <br />owned by Mr. James LeBlanc. This investigation and report was considered by <br />the Committee after the Conmission' s agenda packet had been:.prepared and for- <br />warded and, therefore, Committee Chairman Knecht was introducing the report <br />at this time. It was pointed out that Mr. LeBlanc had offered his portion <br />of LeBlanc Mini Park for sale and that consideration was given to this offer <br />together with considering the purchase of that portion of the park owned <br />by Mrs. Gertrude Brizee. <br /> <br />The Committee's investigation of this proposal was discussed by the Commission. <br />The Committee had reconmended that ¡I) every effort should be made to maintain <br />the LeBlanc Mini Park until such time as industrial development precludes its <br />necessity; (2) negotiations should be initiated for the purchase of LeBlanc <br />and Brizee property; (3) if negotiations are successful with only one of the <br />two parties rather than both, condemnation action should proceed so as to <br />assure that the park will remain whole and both properties are purchased; <br />(4) neg~tiations-~'for the purchase of the lot and the dwelling directly <br />adjacent to the park to the south also be initiated for purchase; (5) the <br />staff explore the possibilities of purchase or long term lease of the vacant <br />property across Hancock Street to the east for possible expansion of turf <br />area. <br /> <br />The estimated total cost of the three parcels as recommended by the Committee <br />would approximate $73,375. Upon completion of the discussion of both Com- <br />mittee's report of September 25 and of October 19, the following motions <br />were made: <br /> <br />MOTION: <br /> <br />Commissioner Knecht moved to accept the September 25 report <br />together with the recommendations of the Open Space Committee, <br />seconded by Commissioner Wilson. <br /> <br />The motion carried unanimously by voice vote. <br /> <br /> <br />MOTION: <br /> <br />A motion was made by Commissioner Schenck to accept the <br />October 19 report together with recommendations of the <br />Open Space Committee, seconded by Commissioner Rollins. <br /> <br />The motion carried unanimously by voice vote. <br /> <br />REPORT ITEM 6 - Design & Development Committee <br /> <br />Chairperson Weintraub stated that the Design & Development Committee was going <br />to be extremely busy during the next few months and mentioned the Stulsaft Park <br /> <br />
