Mr. Weeks pointed out that even though funds were <br />scarce at the present time, the long range planning process must continue in <br />order for the Commission to be in a position for recommendations for improve- <br />ments as well as expansion if new funds should become available. Additionally, <br />this planning ;s essential in order to prioritize the expenditure of funds <br />which are available in order to assure maximum benefit from the expenditures. <br />It was pointed out that there is current state legislation which looks very <br />favorable of passing whi'ch will allocate significant funds to local com~ <br />munities for capital improvement. If that happens, it is essential that <br />the City be in a position with their planning to accept these funds. <br />Mr. Weeks pointed out that for the first time the long range planning for <br />park acquisition and improvement is out ahead of the funding process which <br />greatly aids in establishing budgets as well as prioritizing needs in the <br />future. He encouraged the Commission to continue with their study in that <br />the Commission has made good progress toward park improvement and park <br />expansion commensurate with available funds. <br /> <br />A five minute recess ~s call~ at 8:50 ~.The ~~ing'res~~ at 9:00 ~ <br />with all Commissioners present except for Commissioner Rollins. <br /> <br />REPORT ITEM 1 - Design and Development Committee <br /> <br />MOTION: <br /> <br />Commissioner Weintraub moved to accept the Design & Develop- <br />ment Committee report, seconded by Commissioner Pound. The <br />motion carried unanimously by voice vote. <br /> <br />REPORT ITEM 2 - QpenL L~pac,e~ C,om!ß i !te~ <br /> <br />Open Space Coomittee Chairman Wilson described a proposed development plan <br />for the use of the Sequoia High School District1s surplus school site <br />opposite Canada College on Farm Hill Boulevard. It was pointed out that <br />the organization called Environmental Volunteers proposed a development <br />of the thirty-five acre site which involves multi-use of the area, com- <br />bining a shopping-office center and parking lot with an open space area <br />for trails, picnic tables, bicycle paths, and an open space area to be <br />preserved for botanical and geological purposes... They also proposed a <br />corridor connector between Stulsaft Park and Huddart Park via the 280 <br />freeway underpass below Canada College. These areas were pointed out on <br />a map and it was indicated that the Committee had visited the area on two <br />different occasions and had discussed the proposal together with its impact <br />on the surrounding area. <br /> <br />It was the consensus of the Committee that the var;.ous elements in the <br />proposal which attempt to retain the majority of the high school site in <br />open space were good ideas and should be promoted. The Committee felt, <br />however, that the proposed corridor between Stulsaft Park and the high <br />school site would be somewhat impractical due to the problems which a <br />narrow hiking c~rridor could present to the adjacent residential areas. <br />These types of narrow corridors in highly developed residential areas have <br />presented massive problems in the past and should be discouraged, rather <br />than encouraged. <br /> <br />----,._- .----,.--.-,---.-- <br /> <br />
