of said Area so withdrawn, and said amounts shall no longer be allocated to County upon completion of the proceedings providing for such territorial reduction. Said amounts attributable to said portion withdrawn shall, upon completion of proceedings providing for such territorial withdrawal, be deemed added to the capacity rights of the public entity providing sanitary sewerage service for the jurisdiction within which such territory becomes located. Such capacity rights attributable to such withdrawn territory shall, as separate such rights, be extinguished, and the right to treatment of sewage emanating from such lands shall be no different than that of any other user of the sanitary sewerage system of the public entity within which such withdrawn properties become located irrespective of the funding of sanitary sewerage treatment capacity. The mutual obligations of the parties hereto with respect to such withdrawn portions of the Emerald Lake Hills Area shall terminate upon completion of the proceedings for such withdrawal except as to County's obligations with respect to such territory already incurred and not yet satisfied. 7. CHANGES IN ORGANIZATION - RELATED DISTRICTS. In the event of a change of organization or a reorganization (as said terms are defined and described in §§S6028 and 56068, respectively, of the Calif. Gov1t. C., as the same may from time to time be amended) of the Related Districts or of any such district, which occurs at any time while this agreement is in effect, the grant eligible capacity rights and the non-grant eligible capacity rights shall, to the extent, if at all, allocated to the territory within said Related District(s) be allocated to the successor district or districts, or other governmental organization established upon completion of proceedings for the reorganization or change in organization such that said capacity rights shall remain available for the benefit -14-
