amazing this report even exists. It took alot of work from many members
of the community and City staff to complete this effort, especially
Kristen Anderson. She also thanked Diane Howard for her work on the
committee. Commissioner Davis wrote his comments up in letter form and
gave it to Ms. Anderson and said he felt the committee should be commended
for its work. Commissioner Slusser felt the draft was an excellent start.
He felt on page 2 of the draft, the word "augment" should be used as a
stronger approach. He also thought we should try to bring programs to
people, not people to programs. Chairperson Howard said that due to budget
restraints, this is such a difficult task, but the committee would like to
try and work on this project. The Cities of Daly City and San Mateo are
both very interested in our draft. Commissioner Davis felt the Commission
should formally thank the committee for their efforts and commend them for
a job well done.

ITEM 2 - Union Cemetery

Commissioner Swope reported that she met with the members of the Union
Cemetery Committee regarding the direction the committee wants to take
regarding the site. Some of the members want to hire a management
consultant to assist in the restoration of the cemetery; other members were
concerned about spending $12,000-$15,000 it would cost for a consultant,
when there are more pressing needs within the City. Commissioner Swope had
contacted Mr. Thad Van Bueren, a Historical Archeologist with the Office
of Historial Preservation, California Department of Parks and Recreation.
He estimated that it would cost $150-$400 a day, plus expenses, for a
historical archeologist to prepare a comprehensive management plan. This
process would take approximately 30 days (10 days for survey,. 20 days for
the remainder of the project). The cost would be $12,000 (30 days x $400
per day). Commissioner Swope felt that because we do not know what is
proper and what is not, a professional should be brought in to advise us
what to do. It is also critical to involve volunteers but still retain the
integrity of the site. She also stated that if we had a management plan,
it could be used to apply for funding from other sources.

Redwood City resident Virginia Geller stated she felt we should retain a
professional person for guidance to preserve the site. She felt volunteers
could help, but because of this unique historical site, a professional was
necessary. The Commissioners discussed the use of volunteers in this
project and some of the current problems in the Cemetery. Jean Cloud, a
member of the Committee, stated that we have a landscaping plan which was
done several years ago at a cost of $25,000.00. She also indicated that the
Committee has the complete history of the cemetery and maps to support the
history. She said she did not want national status jeopardized, but that
immediate work needed to be done in the cemetery in order to preserve
several damaged items. She would like these items repaired before we
receive a management plan. Director Griffiths reviewed the process to
obtain a consultant for this project with the Commissioners.

M/S Slusser/Howard: To request funds from the City to hire a qualified
consultant to help prepare a management plan of the
Union Cemetery. The management plan would address
current, future and ongoing needs of the cemetery.
