.

~

ITEM 3 - Dogs in Parks Committee

Recreation Center Supervisor Jan Knight reported that the Committee has
invited the Beautification Committee and the School District to participate
in a dog education program. The Committee will be developing their own
educational materials for the program as well as using curriculum supplied
by the Peninsula Humane Society. Commissioner Howard reported that
Commissioner Davis met with the Park Division crew on May 20 regarding
their concerns about dogs in the parks. The crew expressed the following
concerns: dog droppings in sand box areas; they felt there are other areas
within the City which would allow dogs such as Hetch-Hetchy, Easter Bowl,
SP property and undeveloped areas near Canada College; children in parks
are afraid of being bitten by dogs; the Cityls liability exposure; and
enforcement of the pooper scooper law. The Committee wants to conduct a
public hearing to determine if there is a need in the City and if there is
a need, where the need exists. Jan said that public input is necessary
before any type of program is instituted by the City and that she is
developing a questionaire to be filled out by citizens at the hearing. It
was suggested that the public hearing could be Item 1 on the Park and
Recreation Commission agenda in June. Press releases will be sent to local
papers advising the public of the hearing.

ITEM 4 - Park & Recreation Brochure

Chairperson Nordness said that at the May meeting, it was suggested that
perhaps the Park and Recreation Commission would like to consider putting
together a brochure similar to the one recently produced by the Civic
Cultural Commission. Director Griffiths said the department is in the
process of updating the Commissioners' Handbook and said there is currently
no money in the budget to produce a brochure. The costs for the printing of
the Civic Cultural brochure were offset through fund raising efforts.
Director Griffiths also mentioned that a decrease of $100,000 to the Street
Tree Maintenance Program was made to the FY91-92 budget. Commissioners
Mortensen and Swope volunteered to form a committee to investigate this
matter and will report back to the Commission with their findings.
Commissioner Howard mentioned that the Pride and Beautification Committee
recently sent out a community information booklet to all residents and wanted
to make ensure the same information would not be duplicated in a brochure.

ITEM 5 - Dead Tree Replacement Program

Director Griffiths said that the department has requested a purchase order
for Davey Tree Surgery Inc. for $21,950 to begin work to prune and remove
trees damaged by this winter's freeze. The work will begin in June or July.
He mentioned that original estimates were that 1,000-2,000 trees and shrubs
were frost damaged. Director Griffiths noted that the recent reduction in
the Street Tree Maintenance budget of $100,000 is going to have a long term
effect. The maintenance cycle of the trees would be increased to
approximately 7-8 years versus the current pruning cycle of every 5 years,
and this fact could increase some liability probably for the City in the
future.

ITEM 6 - Prioritizing Possible Sites of Future Community Meetings

The Commissioners discussed the need of having community meetings and
where they should be held. Chairperson Nordness suggested that the Fair Oaks
area was one part of the City that needed a community meeting. Director
Griffiths suggested that perhaps a joint meeting with the Fair Oaks Advisory
Board could be held in lieu of our July meeting. The Fair Oaks Advisory
Board meets the same date and time as the Park and Recreation Commission.
