The subcommittee <br />has also looked at developing a program with the Redwood City School <br />District to raise public awareness and compliance with existing laws. <br />Commissioner Davis explained that public input is necessary before making <br />any recommendations to the City Council and a survey has been developed by <br />the subcommittee to determine what the public.s needs are on this subject. <br /> <br />Commissioner Davis said that the City and County both have regulations <br />regarding dogs in Redwood City parks. The City.s ordinances state that no <br />dogs are allowed in the parks and that they must be cleaned up after <br />(Pooper Scooper ordinance). San Mateo County has the following ordinances: <br />leash law, license law, public protection from dogs law, no trespass on <br />private property law and dangerous animal law. He stated that <br />approximately 78% of the communities surveyed allowed dogs in the parks in <br />some form and nearly all have leash and IIpooper scooperll laws. <br />Commissioner Davis mentioned that after a meeting with the Parks <br />Department, the following concerns were raised relative to dogs in the <br />parks: interference with other park activities; risk of dog bites and <br />fights; droppings in play areas; spillover to adjacent areas and <br />communities; and implementation and maintenance costs. Commissioner Davis <br />said that if dogs were allowed in the park in some form, the following <br />would be potential benefits: satisfy community need; increase use of <br />underutilized area; increase compliance with existing regulations. <br /> <br />Commissioner Davis stated that designated dog site areas in San Bruno and <br />San Carlos were visited by members of the subcommittee and pictures taken <br />for public viewing. He stated that the San Bruno site was on an ex-school <br />site and located in a residential area in the hills of San Bruno. The <br />entrance to the dog run is a chain link fence with signage explaining the <br />regulations in using the area. There is a bench, water fountain, pooper <br />scooper dispenser, disposal container and tools for public use. The cost <br />of building the San Bruno site was subsidized by a private club and is <br />maintained by a 3-person park crew once or twice a week. <br /> <br />The San Carlos site is adjacent to Heather School and located in the hills <br />of San Carlos. There is a gate at the entrance, a paved walkway, pooper <br />scooper dispenser, disposal container and bench. The site is maintained by <br />park personnel twice a week for 20-30 minutes per visit. The cost to <br />develop the site was approximately $300.00. <br /> <br />Commissioner Davis opened up the meeting for public comments. Speakers <br />were told not to repeat previous comments. Eighteen citizens spoke <br />regarding the subject of dogs in the parks and the following is a summary <br />of the comments received by those citizens: <br /> <br />-Allow some access for dogs in city parks <br />-Consider areas in the parks for different uses <br />-Would like an area for training dogs <br />-Would be willing to pay for permits/facility fees <br />-Believes there should be no fee to use facilities <br />-Charge for IIPooper Scooperll supplies <br />-Would like a sand or dirt area for dogs in the park that dog owners <br />would clean up <br />-Would like a dog run/exercise area <br />-Allow dogs in park on leash <br /> <br />
