4

i

r

,

Commissioner Truscelli suggested involving active parents from the Kids Klub
program and have them spread the word on the project. Supervisor Hannon
explained the department is asking participants for their ideas and are
incorporating those ideas into the project. She said the next step was to
make the necessary changes/corrections in the RFP, present the plans to the
City Council, obtain approval for allocation of funds for the RFP, and then
get the RFP approved. All the Commissioners expressed their satisfaction of
this well done staff report and the excellent information it provided.

M/S Swope/Truscelli: To accept the report from staff and the work gone into
it with suggestions from the Park and Recreation
Commission.

Motion passed.

The Commissioners unanimously agreed to go with staff to the City Council
meeting when the presentation is made to show their support of the project.
Director Griffiths said a community forum would probably be held requesting
public comments and architectural drawings would be on display.

ITEM 3 - 4th of July Parade

Commissioner Davis reported the 1952 Chrysler Imperial the Commission wanted
to use for the 4th of July Parade is not available, but he has contacted the
Imperialist1s Club to obtain 1-2 vehicles for the parade. He will continue
to follow up on this matter. Chairperson Slusser will fill out the
application form and turn in before the deadline.

ITEM 4 - Joint City/Belmont School District Update

Director Griffiths said he met with Don Warren of Redwood Shores Inc.
regarding this matter and sent him a letter stating the Cityls need to obtain
the 1.25 acre site adjoining Sandpiper Park. Director Griffiths said he also
met with Landscape Architect Philip Singer who has developed three
alternative designs for the project. Copies of these designs will be sent to
Redwood Shores Inc. and the City Council for their review. It was emphasized
the 1.25 acre site is essential to the project since the School District has
finalized their decision on having a K-5 school with 450 students.

ITEM 5 - Budget Update

Director Griffiths shared copies of two memos sent recently to the City
Manager regarding the budget for Fiscal Year 92-93. Memo #1 reviewed the
department1s budget from last year and the percentage of increase for 92-93
and explained the Building and Custodial Services budget was listed
separately. He noted major changes in the internal service fund and the
general fund and several things which occurred during the budget process. He
explained that Risk Management Services were now being directly charged to
each department based on their last 3 years of activity. He reviewed the
items listed in Memo #1 and provided some background information to the
Commission. It was noted that the department1s budget increase for 92-93 was
2.58% and when Building Services was absorbed into the budget, this figure
was increased to 3.2%. The department had to make over $100,000 adjustments
to many different programs in order to absorb the Building Services Section
into the department. Memo #2 listed areas the department would have to cut
in order to have a zero-based budget.
