<br />.. <br /> <br />j <br /> <br />MIS Truscelli/Nordness: To meet with the Civic Cultural Commission <br />at our January 25 meeting. <br /> <br />Motion passed. <br /> <br />ITEM 4 - UNION CEMETERY <br /> <br />The Commissioners discussed a letter received from the Historic Resources <br />Advisory Committee (HUCA) regarding security and protection issues at <br />Union Cemetery. They were especially concerned because of recent <br />vandalism problems at the cemetery and wondered what precautions would <br />be taken on Halloween. Director Griffiths will contact the Police Department <br />to ensure additional patrols will be on duty at that time. <br /> <br />Management Analyst Ramon Aguilar reported that Union Cemetery <br />experienced heavy graffiti damage two weeks ago with green fluorescent spray <br />paint. HUCA is organizing two restoration projects consisting of the repair of <br />six monuments at the cemetery which will go before the Planning <br />Commission in November for approval. Commissioner Nordness discussed <br />previous work done with Mr. Bocci and Mr. Fontana at Union Cemetery and <br />was surprised that the Union Cemetery restoration project was not put out to <br />bid. Mr. Aguilar stated that half of the cost of the restoration project will be <br />paid for by HUCA ($750.00) and half by the City from a special account <br />established for the purposes of accepting private donations to finance <br />monument repairs. The total amount is under the limit required to go out to <br />bid. Mr. Aguilar said members of the HUCA Board of Directors initiated <br />conversation with Mr. Fontana at a meeting and Mr. Fontana expressed an <br />interest in performing the restoration at the cemetery. He was advised of the <br />limited resources of HUCA and of their appreciation of any assistance he <br />might be able to give on the project. Mr. Fontana sent a letter with the <br />$1,500.00 proposal and also indicated that he would do some extra work and <br />would send a bill for those services but that if HUCA could not afford to pay <br />it, they could dismiss the bill and not pay it. <br /> <br />Chairperson Swope expressed concern that Mr. Fontana would be using <br />approved materials for the repairs and that they be done in accordance with <br />State Historic Resources guidelines. Commissioner Davis said he felt that the <br />Commission was relying on the Historic Resources Advisory Committee <br />(HRAC) for technical review of Union Cemetery projects. Mr. Aguilar <br />confirmed that this project went to HRAC for approval and they reviewed the <br />materials to be used, made recommendations, and approved the proposal. <br />The next step is for the proposed project to go before the Planning <br />Commission after which it will come back to the Park and Recreation <br />Commission for approval. <br /> <br />Mr. Aguilar explained that HUCA originally give a list of 15 proposed repairs <br />to Mr. Fontana. Mr. Fontana selected 6 of the items which were the easiest to <br /> <br />
