Staff
has been working with the Police Department to try and correct this situation.
The Police have been making more frequent trips around the Center's
parking lot and surro1,Ulding streets. Students have been advised to notify the
Center as soon as something occurs rather than after they get home.
Red Morton staff notify the Police Department as soon as they find out about
any incidents.

There will be a Youth Summer basketball league and staff will be working
with the Police Athletic League (PAL) to develop a summer basketball league
for high school students. Commissioner Morton asked about having a
"twilight basketball program" for high school students. Supervisor
Haqq-Smith said she will be going on maternity leave this summer and plans
to begin a twilight league in the Fall when she returns.

The C ommiss i oners asked a bout w ha t youth programs are be in g d ev el op ed
for the summer. Supervisor Haqq-Smith said the Teen Center will be open;
there will be games/crafts days; several Summer Adventure Weeks are
planned; overnight trips (river rafting, camping) are also planned.
Commissioner Nordness asked if there will be more emphasis placed on
open gym times for teens during the summer months and increased times for
the Teen Center. Supervisor Haqq-Smith indicated that the gym hours have
been estab lished and she has asked for more open gym times for the youth.

Commissioner Morton said he is concerned about youth and adults bringing
food, gum and drinks into the gym and felt we should talk with the City
Council about asking for a full time staff person to monitor this.
Commissioner Nordness said drinks are not allowed in the gym and this is
watched well by the staff at Red Morton. He noted there is a lot of gum and
cigarettes at the entrance of the building.

The Commissioners thanked Supervisor Haqq-Smith for her presentation.

ITEM 2 - BELMONT SCHOOL DISTRICT-SANDPIPER PARK UPDATE

The Commissioners were given a copy of a memo dated March 13, 1996 from
Director Griffiths to the City Manager giving a status report of the project and
a copy of a staff report presented to City Council at their March 25, 1996
meeting requesting approval of the agreement for architectural services with
Gordon Chong and Associates. The Commissioners were advised the
agreement was approved by City Council on March 25.
