. I

Park & Recreation Commissian
Minutes of January 22, 1997

Page 3

more obvious that we are building a school rather than a community center.
He expressed his concern over using Park and Recreation funds for this
project and that they might be better utilized elsewhere in our park system.
He felt that we should cut our losses on this project, transfer it to the Belmont
School District, and build a community center somewhere else in Redwood
Shores. Commissioner Hughes said she agreed with Commissioner Davis.

Note: The Joint Use Agrement for the Lease, School and Community Center
development is available at the Departmental office. This agreement was
signed by the City Council and Board of Trustees in March 1995. Based on
this agreement, a "Design Team" was developed involving individuals from
each agency.

Superintendent Hover reported that the bids opening was held on January 8,
1997, and that at least three bids came in under budget. Because of this fact,
many items that had been deleted from the project can now be added back in
and a meeting will be held on January 27 with the Oversight Committee and
the Project Design Team to determine the priority of these items.
Commissioner Davis said he felt the priority should be the playing fields and
the multi-purpose room. He said the Commissioners gave their ideas
previously but they were not incorporated into the design. Commissioner
Slusser said he feels there is a built-up expectation by the Redwood Shores
community about what this facility will be and that we need to be up front
with the community. Chairperson Truscelli suggested the Commission
prepare a memo to Director Griffiths with the Commission's views on the
project. Park Manager Gibbons explained the facility will offer all day
childcare and that the City will have the facility after 4:00pm each day and on
the weekends. The recreation programs for the facility have not yet been
es tab lished.

Commissioners Slusser, Davis and Hughes will draft a letter to Director
Griffiths with the Commission's views.

ITEM 3 - NOMINA TIONIELECTION OF 1997 OFFICERS

M/S Hughes/Morton: To nominate and re-elect Pauline Truscelli as
chairperson and Vie Morton as vice chairperson of the Park and
Recreation Commission for 1997.
Unanimously passed.

ITEM 4 - CPRS CONFERENCE

Chairperson Truscelli and Commissioner Morton will both go the CPRS
Conference in Sacramento on March 13-16, 1997.
