<br />,. <br /> <br />Park & Recreation Commission <br />Minutes of January 28, 1998 <br /> <br />Page 3 <br /> <br />The meeting was called back to order at 8:00pm. <br /> <br />ITEM 5 - PUBLIC HEARING ON REVIEW OF CONCEPTUAL DESIGNS FOR <br />STULSAFT AND STAFFORD PARKS <br /> <br />Manager Mike Gibbons gave a brief history of the Stulsaft and Stafford Park <br />projects for the audience. As a result of resident Susie Peyton addressing the <br />City Council about the need for new play equipment at Stafford and Stulsaft <br />Parks, staff was asked to prepare a report. After reviewing the report, Council <br />instructed staff to hire a consultant to develop conceptual designs and cost <br />estimates for the renovation for both parks. An RFP was prepared and sent to <br />several architectural firms. Three finalists were selected and a panel consisting <br />of staff and local citizens interviewed the finalists. MIG was selected and they <br />immediately developed a timeline for each of the projects. A public hearing was <br />held at Stafford and Stulsaft Parks in September 1997 to determine what <br />components the residents and neighbors of each park would like to see in the <br />renovation. All comments received from the public were logged and taken into <br />consideration during the design process. Manager Gibbons explained that the <br />next step would be to go to Council in late February for approval to go out to bid <br />on the projects. He also noted that on Saturday, January 31, the City Council <br />will be having a workshop to develop their FY 1998-99 and FY 1999-2000 <br />priorities and that the public was welcome to attend and speak to the Council <br />regarding the importance of funding for these projects. <br /> <br />Manager Gibbons introduced Susan McKay And Tim Gilbert of MIG who shared <br />the conceptual plans for Stafford. The following comments were received from <br />the public: <br />-don't think the concert area is needed <br />-we need picnic tables with BBQs; lots of birthday parties are held at this park <br />-leave areas open so people cannot hide in the park at night and drink <br />-stroller and bicycle parking space is needed <br />-don't like bamboo <br />-want to be able to see children thru bamboo <br />-add some aesthetic lighting <br />-landscaping is needed along with long lasting play equipment <br />-is this new design going to cost more to maintain? <br />-will the play equipment become outdates before it will wear out? <br />-need to look into the issue of lighting; something that will light up park in the <br />evening but will not keep neighbors awake <br />-want good curb appeal <br />-is there going to be a "phasing-in" of this project? <br />-want more picnic tables and a safe and open area for kids and adults <br /> <br />Manager Gibbons noted that the budget for Stafford Park is $230,000 and <br />$500,000 is needed for the project. . <br /> <br />Tim Gilbert shared the conceptual design of Stulsaft Park with the audience and <br />the following pu blic comments were received: <br />-small parking area needed on Farm Hill Blvd; it is hazardous getting children out <br />of the car with the heavy traffic on this street <br />-is there a low fence on the Farm Hill side of the park to keep children in the play <br />a rea? <br /> <br />
