Park & Recreation Commission
Minutes of July 281 1999

1

.

Page 3

Commissioner Joseph developed a personal wish list and shared it with the
Commissioners. Commissioner Davis felt this was a useful tool and helpful to
know where the other Commissioners are coming from. It was suggested that
each Commissioner provide their own personal list to Commissioner Swope to
assist in the development of a strategic plan for the Commission.

ITEM 3 - PARK INSPECTION PROGRAM

The Commissioners made a few suggestions to the park inspection form.
Superintendent Hover stated that when he receives the completed inspection
forms from the Commissioners, he will review them with his managers to resolve
items noted on the report. The Commissioners agreed to let staff make the park
inspection assignments and rotate them on a quarterly basis so the
Commissioners get an opportunity to inspect each city park on an annual basis.
Several inspection forms, a listing of all city parks including addresses, and a list
of park assignments will be sent to each Commissioner in their August packet.

ITEM 4 - UPDATES

-School Fields Project
Superintendent Hover reported that he has the 50% drawings for the project and
invited the Commissioners to review them this evening. He noted that the
agreement between the three agencies is currently being worked on and an
environmental assessment is also being completed.

-Skate Park Design Committee Report
Superintendent Hover reported that a meeting was set up with the NFL Alumni
Association and their representative did not show up. Another meeting has been
set up for tomorrow to discuss renegotiating their lease. Chairperson Morton
and Commission Davis asked to be called and notified of the meeting time and
place should they want to attend.

4th of July Parade Entry
Superintendent Hover thanked Commissioner Joseph for her outstanding job on
the 4th of July float. Commissioner LaBerge also thanked Commissioner Joseph
for the great job she did on the float and presented her with a framed
professional color picture of the float on the parade route. Commissioner Joseph
noted that she did the float with no budget and borrowed the materials from
various city departments.

-Union Cemetery Status Report
The Commissioners reviewed a Union Cemetery status report prepared by
Manager Ramon Aguilar. Superintendent Hover shared a diagram of the site
and Phase I and II plans for the site. Superintendent Hover said that the Historic
Union Cemetery Association (HUCA) has been "running the show" for some time
and doing a nice job but he expressed concern over the lack of a master plan.
Commissioner Swope said they we need to be careful about what restoration is
done because we do not want to compromise the integrity of the site or lose its
National and State historic status. The Commissioners all agreed that there has
been general progress at the site and that it looks well cared for. Commissioner
Davis agreed to contact Ken Rolandelli of the Historic Resources Advisory
Committee to check on the status of the site and report at the next meeting.
