Item No.4 (continued)

Lucy Bezayiff, 133 G Street, stressed urgency with regard to the need for the
project.

Al Harris, 358 G Street, described flood experiences and stated the project
is urgent.

Terri Engebritsen, 333 G Street, suggested a long-range solution to possible
flooding along the Creek is needed.

Discussion followed and City Manager Smith, Assistant Director of Public Works
Schroedl and City Attorney Schricker replied to questions and commented
concerning previous objections to changing the character of the creek by using
culverts or concrete lining; the several million dollar cost of any major long
range solution; and cooperation of San Carlos in keeping the channel clean; the
large pieces of rubbish and debris which is thrown into the creek; the offer of
sandbags to creekside residents to protect their property; the failure of San
Carlos to participate previously in a maintenance program; the expectations
that an agreement with San Carlos can now be worked out for the future; and
whether an assessment district for maintenance or long term improvements is a
realistic consideration.

Carl Beckler, 176 G Street, asked that staff give particular attention to the
small bridge at Edison School where debris is heavy because of the turn in the
creek and the low bridge.

William Addiego, 111 Wellesley Crescent, raised a point of order that Council
action has been taken and that testimony is out of order.

------------------------------------------------ -----------------------------------------------

5.
