<br />PAGE 8 <br />Emergency Management <br />Plan Policy <br /> <br />3.0 COMMAND POLICIES <br /> <br />3.1 In the cases of a Level I or IlnonnaP operational emergency, <br />the City shall remain in it's regular Departmental structure <br />with, the Chief of Police and Fire Chief monitoring the <br />situations and able to call upon other City Departments as <br />needed; in the event of a complex but Level I emergency, the <br />Fire Chief shall act as the City.s Emergency Manager and <br />shall keep the City Manager advised. <br /> <br />3.2 In the cases of Level II or Level III major emergency or disaster <br />the City Manager shall be the Director of Emergency Services in <br />direct charge of the Policy/Command Section and through the Fire <br />Chief/Emergency Manager for overall command of the Operations, <br />Plans and Logistics Sections. The Fire Chief shall be the <br />Emergency Operations Manager in charge of the Operations Section <br />and the Emergency Operations Center.. (See Section 2.0 of this <br />Policy and Appendix.) <br /> <br />3.3 All Sections shall establish chains of command and lines of <br />succession for the temporary or pennanent absence of higher <br />authority per the Emergency Operations Organization Chart <br />and Matrix. <br /> <br />3.4 CONFLICT-Conflict between agencies shall be referred to the <br />next highest level, and conflicts between command sections shall <br />immediately be referred to the Director of Emergency Services.. <br /> <br />3.5 EXTRAORDINARY EVENTS AND COMMUNICATIONS-All subordinate units <br />shall be responsible for periOdic status or situation reports to <br />their command. All extraordinary events shall be reported <br />immediately to the Emergency Operations Manager and to the <br />Policy/Command Section or Director of Emergency Services. <br /> <br />11402 <br />
