Park and Recreation Commission
Minutes of September 25, 2002

Page 3

ITEM 3 - DISCUSSION OF STUDY SESSION GOALS

The Commissioners agreed to provide Chairperson Joseph with their
individual lists of top three issues for the Study Session. She will prioritize all
lists into one document for further discussion.

Commissioner Walsh requested that each Commissioner be provided a copy
of the minutes of the December 1, 2001 Study Session in their October
packet.

Chairperson Joseph requested that staff leave the Study Session during the
free brainstorming session. She agreed that the Commissioners would take
minutes during that portion of the meeting. The Commission discussed
moving the meeting location from City Hall to the CAB; staff will take care of
morning refreshments.

ITEM 4 - PET PARADE ORGANIZATIONAL PLAN

Chairperson Joseph spoke about last year's Pet Parade event and the
organization needed for next year's event on April 5, 2003.

Commissioner Davis felt that the Pet Parade was not appropriate for the Park
and Recreation Commission, that the Commission is a policy making group
and is not a group that actua1ly "does" events. Commissioner Morton agreed
and felt that the Commission was an advisory and policy making group and
that another group should take the lead on this event. Superintendent Hover
suggested having Shore Dogs be the catalyst of the 2003 Pet Parade and the
Commission provide support for the event. Chairperson Joseph stated she
will speak to Director Centeno and Shore Dogs and report back at the
October meeting.

ITEM 5 - UPDATES

-Hoover Field
Superintendent Hover reported the turf is down and the project is expected
to be completed on October 1. The grand opening of the field will be held at
5: OOpm on October 8 and the field will be open to the public at that time.

-Spinas Park
Superintendent Hover provided a copy of the 65% plans and announced the
committee wil1 meet soon to review these p1ans. The final plans will be
available at the October Commission meeting.

----
