<br />I <br /> <br />Park & Recreation Commission <br />Minutes of February 26, 2003 <br /> <br />Page 4 <br /> <br />, <br />I <br /> <br />to Council. Discussion was centered on number of park acres per 1000 people, what <br />would be the goal and how to obtain that goal. <br /> <br />Commissioner Swope brought up the issue that developers should be required to put a <br />certain number of acres of park land aside when buildings are put in. Commissioners <br />Yapp and Davis commented that they agreed, but felt it was not up to the Park and <br />Recreation Commission to set developer requirements and felt it should come trom the <br />Plamúng Commission. Commissioner Swope said that this plan should feed into the <br />Open Space Element and the City's General Plan. <br /> <br />Commissioner Davis said that we should think about including all school fields, <br />regardless if we maintain them or not, into the overall commUIÚty inventory to detennine <br />how much more we need. Superintendent Hover said that is what staff struggled with, <br />but that it made more sense to study what the City currently maintains for comparison <br />purposes. <br /> <br />Commissioner Morton asked if the City has a Parks and Recreation Element in the <br />General Plan and if we could put the Strategic Plan into the Open Space Element. <br />Director Centeno responded that there currently is no Parks and Recreation Element and <br />that the Strategic Plan would help create one, as well as update the Open Space Element. <br />Director Centeno also asked the Commission what action steps would be involved here. <br />She also stated that staff could start writing the process, expectations in the plan, and <br />. strategies and also asked if there was anything missing. <br /> <br />The following is the list that Director Centeno put together while the discussions were <br /> <br /> <br />. <br /> <br />goIng on: <br /> <br />. Set goal of where we want to be - City 1 0 0 O/ac re <br />. Developer requirements <br />. We need to make sure that we have intrastructure to maintain parks - Grow what <br />we can maintain <br />. Connect with General Plan for more land use and open space <br />. Open Space/Recreation Element - Financial Support <br />. Missing Quantifying Costs <br />. Leave off History process in the Executive Summary <br /> <br />Commissioner Morton commented that he liked what Director Centeno has done with <br />Executive Summary. <br /> <br />Commissioner Davis commented that the 6 pages could be turned into 3 pages if we <br />leave off the history portion in the summary. <br /> <br />Director Centeno reviewed the People, Parks and Programs sections of the Summary, <br />including the review of the strategies and why. <br /> <br />
