He felt that if the roots were pruned it would undermine the. <br />support of the tree. Mr. Deal felt that the tree is going to be a continuous <br />problem and he wa nts to have the tree removed. <br /> <br />Public Works Superintendent Gordon Mann reported the original tree permit <br />was filed on September 19, 2003 and the tree was inspected on September <br />23, 2003. The arborist found the tree to be in good condition and approved <br />the permit to have the tree pruned for line clearance and for it also to be root <br />pruned. Superintendent Mann felt that with proper root pruning, it would not <br />be necessary to have the tree removed. He spo.ke about the process to have <br />a tree root pruned and said that roots will re-grow in time but that barriers <br />could be installed to prevent the roots from growing back in the same <br />direction, . <br /> <br />Commissioner Truscelli asked about large roots she saw coming from the <br />tree into Mr. Deal's backyard and asked Superintendent Mann to look at the <br />tree again. The Commissioners asked various questions from Superintendent <br />Mann regarding the permit and the status of the tree. Mr. Deal confirmed. <br />that he was speaking on behalf of the property owner Ruth Schroeder. <br /> <br />M/S Davis/Joseph: To deny the tree appeal of 1 Yarnell Place and <br />request Gordon Mann to re-inspect the tree and make a <br />recommendation to uphold the tree denial. <br />Motion failed. (Yes-1 Walsh, No-5) <br /> <br />M/S Joseph/Davis: To deny the tree appeal to remove the tree at 1 <br />Yarnell Place. <br />Motion passed. <br /> <br />M/S Davis/Truscelli: To direct Gordon Mann to meet with both <br />parties to re-inspect the tree and to provide a written report to the <br />Park. Recreation Commission and both parties with the results of <br />his inspection. <br />Motion passed. <br /> <br />ITEM 2 - DISCUSSION OF STRATEGIC PLAN <br /> <br />Superintendent Hover spoke about the draft strategic plan which was <br />discussed at the February meeting and mentioned that a new draft was. <br />prepared based on comments received from some of the Commissioners. He <br />announced that a revised strategic plan would be ready at the April meeting <br />and requested that 2 or 3 Commissioners participate on a sub-committee to <br />"word-smith" the document. <br /> <br />Paul Downs and lena Riley of MIG, Inc. discussed the draft plan and <br />reviewed the document section by section in order to incorporate the <br />Commissioners' comments and suggestions into the document. <br /> <br /> <br />I.~ ~.. <br /> <br />þ <br /> <br /> <br />, <br /> <br />11 <br /> <br />.::¡ <br /> <br />,~ <br />
