<br /> <br />. <br /> <br />,- <br /> <br />, <br /> <br />.. <br /> <br />i Park and Recreation Commission <br />Minutes of May 12, 2004 <br /> <br />Page 2 <br /> <br />ITEM 2 - FOLLOW-UP ON TREE APPEAL AT 1 YARNELL PLACE <br /> <br />Superintendent Hover spoke about the memo received from Public Works <br />Superintendent Gordon Mann regarding his approval of the tree removal <br />permit at 1 Yarnell Place as a result of a subsequent site visit to the property. <br />Mr. Deal had questions regarding the tree removal permit which the <br />Commission directed Superintendent Hover to contact Superintendent Mann <br />to ensure that he contacts Mr. Deal to answer his questions and addresses <br />his concerns. <br /> <br />ITEM 3 - APPROVAL OF PICNIC RESERVATION POLICY <br /> <br />Director Centeno stated the Commission needs to formally approve the picnic <br />reservation policy by motion in order for the item to go to Council. She said <br />if the Commission wants to prohibit BBQs in all City parks, it will require a <br />change in the City's ordinance. She felt the picnic reservation policy should <br />be handled separately from a change in the City's ordinance. <br /> <br />Commissioner Davis suggested that the prohibition of BBQs in all City parks <br />be removed from the picnic reservation policy but that the Commission <br />should approve the rest of the rules. The Commissioners discussed the issue <br />of BBQs in City parks, requested more research on the topic, and the need to <br />address this issue at a future meeting. <br /> <br />M/S Davis/Swope: To approve the Picnic Reservation policy and <br />delete bullets numbered 2, 3, 4, 6, and 7. <br /> <br />The Commissioners discussed the format of the picnic reservation policy, the <br />need for headings, and removing site rules from the policy. <br /> <br />Motion amended M/S Morton/Swope: To separate the reservation <br />permit from the park rules. <br /> <br />The Commissioners discussed having staff format the Picnic Reservation <br />Policy document to include a policy section and a rules section. <br /> <br />Vote on amendment: Yes-I Davis, No-3, Abstain-I Yapp <br />Amendment failed. <br /> <br />Vote on original motion: Yes-S <br />Motion passed unanimously. <br /> <br />Director Centeno stated that Police Chief Carlos Bolanos would like to come <br />to the Commission's June meeting and discuss the issue of enforcement of <br />prohibiting BBQs in all City park. She noted that the original reason for <br />prohibiting BBQs from Stafford Park was to try and control the number of <br />people coming ~o the park.
