<br />is broken or defective, or which, for any reason,
<br />consumes or fails to use water in the ordinary and
<br />customary manner or quantity for which it was designed,
<br />constructed or manufactured.

<br />Surface Flow - Any use of water in any manner which
<br />causes, allows, or permits the flooding of any premises,
<br />or any portion thereof, or which causes, allows, or
<br />permits water to escape from any premises or any portion
<br />thereof and flow therefrom into gutters, streets, or
<br />any surface water drainage system.

<br />Vehicles - The use of any hose or similar device,
<br />irrespective of whether a nozzle, valve, or other shut-
<br />off mechanism is attached thereto, for washing or
<br />cleaning any automobile, truck, trailer, trailer house,
<br />boat, mobile home, camper, recreational vehicles, or
<br />any other vehicle by directing water at or upon such
<br />vehicle.

<br />Building Exteriors - The use of any hose or similar
<br />device, irrespective of whether a nozzle, valve, or
<br />other shut-off mechanism is attached thereto, for washing
<br />or cleaning the exterior surface of any dwelling, garage,
<br />commercial or industrial building, or appurtenance thereto,
<br />including, but not limited to, sidewalks, walkways,
<br />driveways, patios, parking lots, tennis courts, or
<br />similar or like hard-surfaced areas by directing water
<br />at or upon such surface.

<br />Swimming Pools - The use of water for filling or refilling
<br />any existing or new swimming pool.
<br />
<br />Fountains - The use of water to clean, fill, or maintain
<br />operating levels in decorative fountains, or similar or
<br />like ornamental structures.
<br />
<br />Construction - The use of water in construction projects
<br />for backfill consolidation or compaction, or for dust
<br />control purposes; provided, however, that the Director
<br />may permit such use of water upon written application
<br />therefor pursuant to the provisions of Section 6 hereof,
<br />upon a determination by the Director that no other
<br />source of water for such purpose is available, or that
<br />no other method of compaction, consolidation, or dust
<br />control is reasonably available.

<br />Irrigation Facilities - The construction or installation
<br />of new irrigation facilities, or the extension, expansion
<br />or enlargement of existing such facilities.

<br />Restaurants - The service of water by any restaurant,
<br />or other eating or refreshment establishment, to any
<br />patron thereof except upon the specific request by a
<br />patron for such service.
