<br />any corresponding billing period of the base year, and for any <br /> <br />premises for which a change in the type of occupancy has occurred <br /> <br />from that during any billing period of the base year, the Director <br /> <br />shall, at the time application for water service to such premises <br /> <br />is made, establish a standard quantity of water consumption to <br /> <br />be used in lieu of the actual amount of water furnishing during <br /> <br />corresponding billing periods of the base year for purposes of <br /> <br />determining allotments pursuant to Section 5(a) hereof. <br /> <br />"Change <br /> <br />in the types of occupancy" as used herein means a change in the <br /> <br />use of the premises from one type of usage permitted in the zoning <br /> <br />district within which the premises is located to another type of <br /> <br />usage, or to a different degree of the same usage <br /> <br />permitted in <br /> <br />such district, or a change in the use of the premises from one <br /> <br />type of usage permitted in one zoning district to another type of <br /> <br />usage, or to a different degree of the same usage <br /> <br />permitted in <br /> <br />a different zoning district. <br /> <br />The standard quantity of water to <br /> <br />be established by the Director hereunder shall be based upon the <br /> <br />average consumption of users during billing periods of the base <br /> <br />year having similar consumption characteristics to that of the <br /> <br />new user to whom the standard is to apply. <br /> <br />Such standard quantity <br /> <br />shall be the same for all such new users similarly situated as <br /> <br />to consumption characteristics. <br /> <br />"Consumption Characteristics" <br /> <br />for purposes of establishing standard quantities of water shall <br /> <br />include the number of persons located at the premises, the type <br /> <br />of occupancy or activity carried on at the premises, and such other <br /> <br />criteria as the Director determines to be relevant; provided, <br /> <br />however, that such characteristics shall not include a quantity <br /> <br />of water for outdoor irrigation purposes. <br /> <br />(b) <br /> <br />Existing Usage. <br /> <br />The Director is hereby authorized to <br /> <br />grant to any person or user (1) an adjustment to the allotments <br /> <br />-6- <br />
