\

Park and Recreation Commission
Minutes of May 25, 2005

Page 2

I

Commissioners White and Swope had agreed to represent the ,Commission
on this project. All Commissioners were welcome to attend the event.

ITEM 2 - PARK DEVELOPMENT ORDINANCE UPDATE

Director Centeno explained that MIG has been contracted and is in the
process of developing the nexus study needed to support a recommendation
of a park development fee. As part of this study an inventory of publicly
owned recreation spaces is being developed. Director Centeno reviewed the
chart and designations developed by Superintendent Hover and asked
Commissioners to forward their comments to him. The Commission asked
for specific feedback on: the Canada College acreage, which seemed low;
the City Hall Plaza acreage, which seemed low; and the Lido Assessment
District Area, where it was unclear how much was actual useable space.
Commissioner Slusser indicated he would like to see information in the final
report that discussed the difference between gross and net useable space.

Director Centeno noted that Superintendent Hover is also working with
Community Development Services to create a Parks layer on their GIS
program. This will be of great assistance to our Community visioning
process, as it will allow us create an overview of where and what types of,
parks are currently located throughout the City. In response to questions
from Commissioner White, Director Centeno noted that the nexus study
would not determine or recommend an optimum level of park acres/l,OOO
residents. Rather it will determine what exists and make sure that
development expected over the next few years has a clear definition of how
much parkland needs to be included to maintain the status quo in the City.

ITEM 3 - PARK RULES UPDATE

Director Centeno reported that last month the subcommittee had presented
their work on the park rules and requested input from other Commissioners
be directed to Superintendent Hover for collection. At this time staff is
requesting permission to work with the data received to develop
recommendations on changes to the current ordinance for review and
discussion by the Commission at the June meeting. Commissioner White
suggested that the Park Rules Subcommittee have a chance to review the
report prior to it being sent to the entire Commission. With that stipulation
staff was directed to move forward.

ITEM 4 - 4th OF JULY FLOAT

Commissioner White reported that while the intention remained to participate
in the parade with a float the subcommittee had not been able to meet nor
had an' application been submitted because of a lack of details as to the
theme for the float. Commissioner Slusser offered to bounce ideas for a
simple float around with the Commissioners involved.
