by the City with any public agency, district or political subdivision of the State prior to the effective date of the ordinance enacting this article. "ARTICLE VI. "SANITARY SEWERAGE SERVICE CONNECTIONS. "Section 27.80. Article Definitions. For the purposes of this article, and in addition to the definitions set forth in Section 27.11, the following words and phrases shall have the meanings respectively ascribed thereto: " (a) Building Inspector. The Building Inspector of the City, including his authorized deputies or representatives. " (b) çesspool. An excavation in the ground which receives waste from any sanitary plumbing facility. "(c) Health Officer. The Health Officer of the City, including his authorized deputies or representatives. " (d) House Connection Sewer. That portion of the horizontal sewer piping which extends from a building or structure to the property line of the public right-of-way or easement. II (e) Septic Tank. A water-tight receptacle which receives waste or wastewater, designed and constructed so as to retain solids, digest organic matter through a period of detention, and to discharge liquids into the soil outside of the tank through a system of open joint piping. "(f) Sewer Laterals. That portion of the horizontal sewer piping wi thin the public right- of- 'Ñay which extends from the sewerage facilities to the street property line or limit of public right- of- way or easement.
