<br />and such other persons as the Council may deem appropriate, <br /> <br />shall be heard at the hearing on such appeal. <br /> <br />Upon conclusion <br /> <br />of the hearing, the Council may affirm, reverse or modify <br /> <br />the decision of the City Manager insofar as the required <br /> <br />findings are concerned. <br /> <br />If the Council fails to make a <br /> <br />decision within 30 days after the date of the filing of such <br /> <br />appeal, the decision of the City Manager shall be deemed to <br /> <br />be affirmed. <br /> <br />The Council's determination on the appeal shall <br /> <br />be final. <br /> <br />"Section 27.87. <br /> <br />Revocation. <br /> <br />Any variance from the strict <br /> <br />application of this article, granted pursuant to Section 27.85, <br /> <br />shall be revoked by the City Manager upon receipt by him of <br /> <br />notice from the Health Officer that the private sewerage <br /> <br />disposal system constructed in lieu of compliance with <br /> <br />Section 27.81 constitutes a menace to public health. <br /> <br />Private Systems. <br /> <br />All plumbing which <br /> <br />"Section 27.88. <br /> <br />is not required to be connected to the sewerage facilities, <br /> <br />shall be connected to a private sewage disposal system approved <br /> <br />by the Building Inspector and Health Officer. <br /> <br />Any such private <br /> <br />sewage <br /> <br />disposal system shall be constructed and maintained <br /> <br />in accordance with the procedure set forth in Sections 27.89 <br /> <br />through 27.92, inclusive. <br /> <br />"Section 27.89. <br /> <br />Private System Permit. <br /> <br />It shall be <br /> <br />unlawful for any person to construct, alter, maintain, put <br /> <br />into use, or cause to be used, any private sewage <br /> <br />disposal <br /> <br />system, septic tank or cesspool within the City without first <br /> <br />obtaining a variance from the strict application of Section <br /> <br />27.81 in accordance with the procedure established in Section <br /> <br />27.85, and without then obtaining from the Building Inspector <br /> <br />a written permit to construct, maintain and use such private <br /> <br />disposal facilities, and payment of a fee by the applicant <br /> <br />-33- <br />
