<br />/Ø-¿f <br /> <br />As a demonstration site, the design of the space includes several methods for <br />protecting stormwater quality such as a dry creek bio-swale, a grassy swale, an "eco- <br />paver' stone parking area that allows for stormwater recharge and, if funding allows, a <br />filter for the existing asphalt employee parking lot. There will also be podium signs <br />explaining these methods as well as the National Pollutant Discharge Elimination <br />Systems (NPDES) program. This exhibit site will support Community Development <br />Services in communicating water quality principles to residential and commercial <br />applicants. The site will enable staff to physically show best management practices <br />which NPDES and the City are promoting. <br /> <br />Alterna tives <br />Do not construct the improvements. This is not recommended as (1) funding is <br />available for the improvements; (2) the proposed improvement plan implements the <br />Council's stated policy of creating aesthetically pleasing public spaces; and (3) the <br />Post Office does not have the desire or intent to improve/upgrade the site except for <br />the fencing of the parking lot. Their stated approach to the fencing would be chain link <br />fencing. <br /> <br />Fiscal Impact <br />The Agency's Capital Budget contains funding for this project. $123,000 is available in <br />Account No. 803-71603 (Jefferson Post Office Improvements). An additional $200,000 <br />was set aside for Public Open Spaces in the Downtown (Account No. 803-71453). The <br />preliminary budget estimates for the concept design for the Paseo indicate a need for <br />approximately $220,000. Exact costs will be known when the bids for construction are <br />received and brought back to the Agency Board for acceptance and authorization to <br />proceed. <br /> <br />Ongoing maintenance of the site has been discussed with Parks and Recreation <br />Superintendent Gary Hover. He has indicated that the maintenance of the <br />improvements can be incorporated into the routine maintenance schedule for the City <br />Hall grounds.
