6.1.A. - Page 2 <br />Desiring to increase the pool of qualified firms, in August 2017, the City issued a <br />request for proposals (RFP) for as -needed building inspection and plan review services <br />and also reached out to firms known to provide municipal building inspection and plan <br />review services throughout California. The City received nine proposals from the <br />following firms, including three from its existing consultants: <br />4LEAF, Inc. CSG Consultants Shums Coda Associates <br />Bureau Veritas Interwest Consulting Group TRB+Associates <br />CEL Consulting, Inc. SAFEbuilt West Coast Code Consultants, <br />Inc. <br />Staff reviewed the proposals and determined six firms to have satisfactorily met the <br />requirements of the RFP. Those six firms are CSG, Interwest Consulting Group <br />(Interwest), SAFEbuilt, LLC (SAFEbuilt), Shums Coda, TRB + Associates, Inc. (TRB), <br />and WC3. The recommended firms demonstrated an understanding of the City's <br />processes, experience with various project types, were specific about their service <br />delivery methods, and demonstrated commitment to meeting the City's service needs. <br />Staff began negotiations with the six firms in December and have come to agreeable <br />terms with all six. <br />ANALYSIS <br />The Community Development Department's Building Division and the Fire Department <br />are responsible for ensuring quality development, construction and health and safety <br />standards by processing building permit applications, reviewing development plans, <br />enforcing zoning ordinances, helping to enforce certain chapters of the municipal and <br />fire code, and conducting building and fire inspections. Many of the services rendered <br />by the Building Division and Fire Department are provided on a cost recovery or user <br />fee basis. The revenues generated for these fees are used to offset the City's labor, <br />material and professional service costs. <br />While much of the work is performed by staff, the City utilizes consultants during staff <br />turnover, in high volume periods, and for specialized expertise on mid- and large-scale <br />development projects to provide plan review and building inspection services. Due to <br />customer service goals regarding plan review turnaround and project inspection and <br />the complexity of certain developments, staff recommend utilizing a pool of six firms to <br />attain value in services provided and increase reliability of service. <br />Staff desired to enter into new agreements with its existing consultants in order to <br />revise its terms to improve how staff are notified of changes in consultant availability <br />and to ensure consistency across agreements with all the consultants. The new <br />agreements will replace and supersede the existing Amended and Restated <br />Agreements with CSG, Shums Coda, and WC3. <br />
