She also stated the biohazard issue since the location is in a flood <br />area and that these concerns have been brought forward and that there is <br />communication occurring. <br />Council Members stated the need for the organization to discuss with Stanford the <br />impact of housing with new employees or transfer of employees into the area. The <br />point was made that communities without jobs do not function well and that the <br />opportunity to share the concerns and work together will be available. <br />Mayor Ira stated that the town hall meeting is being sponsored by El Concillio of <br />San Mateo County, San Mateo County Supervisor Rose Jacobs - Gibson and SEW <br />Local 715. <br />Principal Planner Passanisi was asked and stated the process begins with an <br />environmental assessment to see what any potential impacts might be. If the <br />impacts appear to be relatively minor that can be mitigated or reduced to an <br />acceptable degree, a mitigated negative declaration could be done in 2 -3 months. <br />Should there be a significant impact such as neighborhood traffic, an <br />environmental impact report (EIR) is done which is a comprehensive, thorough <br />analysis of all the environmental impacts that could come from the project. The <br />EIR then goes to the Planning Commission for review and certification. The EIR or <br />the negative declaration is not a project approval, but rather information that helps <br />the City decide on the project that provides information. Upon completion of the <br />environmental analysis is a plan development permit that is required for the <br />project. Both those items are typically reviewed at a public hearing before the <br />Planning Commission. A Planning Commission decision could be appealed to the <br />City Council. Any concerns expressed at the community meeting could be written <br />to the Planning Department at City Hall. <br />Recommendation: <br />No action required.
