<br />REV: 03-16-18 MI <br />ATTY/AGR/2018.054/RECOLOGY OF SAN MATEO <br />Page 52 of 119 <br />average volume of Targeted Recyclable Materials per set-out per Customer, average 2084 <br />volume of Organic Materials per set-out per Customer, participation level (i.e., number of 2085 <br />Customers setting out Containers per week), Contamination Levels, etc. Contractor shall 2086 <br />perform up to five (5) Days of route auditing, at no additional cost to Customers and shall 2087 <br />not bill Agency for such services, once per calendar year. Prior to the program evaluation 2088 <br />audit, Agency and Contractor shall meet and discuss the purpose of the audit and agree 2089 <br />on the method, scope, and data to be provided by the Contractor. If Agency requires more 2090 <br />than five (5) Days of auditing for the purposes of program evaluation, the activity shall be 2091 <br />considered an Agency-directed change in scope and handled in accordance with 2092 <br />provisions in Section 15.12. 2093 <br />If the Contractor does not Collect Multi-Family Dwelling Solid Waste, Targeted Recyclable 2094 <br />Materials, and Organic Materials using dedicated Collection vehicles, thereby precluding 2095 <br />regular and accurate reporting of the Tonnage of Solid Waste, Targeted Recyclable 2096 <br />Materials, and Organic Materials Collected from Multi-Family Residential Complexes, the 2097 <br />Agency may require the Contractor to conduct a semi-annual or annual Tonnage 2098 <br />assessment that involves separately Collecting, weighing, and reporting Multi-Family 2099 <br />Dwelling Solid Waste, Targeted Recyclable Materials, and Organic Materials to quantify 2100 <br />Tonnage Collected during a given week. This assessment shall be performed by 2101 <br />Contractor at no additional cost to Customers and shall not bill Agency for such services. 2102 <br />If the Agency wants to collect program data, perform field work, conduct route audits to 2103 <br />investigate Customer participation levels and set-out volumes, and/or evaluate and 2104 <br />monitor program results related to Solid Waste, Targeted Recyclable Materials, Organic 2105 <br />Materials, Bulky Items, and abandoned waste Collected in the Agency by the Contractor, 2106 <br />the Contractor shall cooperate with the Agency and its agent(s), which may include the 2107 <br />SBWMA and its consultants. 2108 <br />7.08 PROVISION OF EMERGENCY SERVICES 2109 <br />Contractor shall provide emergency services at the Agency’s request in the event of major 2110 <br />accidents, disruptions, or natural calamities. Emergency services may include, but are 2111 <br />not limited to: assistance handling, salvaging, processing, composting, or Recycling 2112 <br />materials; or Disposing of Solid Waste following a major accident, disruption, or natural 2113 <br />calamity. Contractor shall be capable of providing emergency services within twenty-four 2114 <br />(24) hours of notification by the Agency or as soon thereafter as is reasonably practical in 2115 <br />light of the circumstances. Emergency services which exceed the Contractor’s obligations 2116 <br />shall be compensated in accordance with Article 11. If Contractor cannot provide the 2117 <br />requested emergency services, the Agency shall have the right to temporarily take 2118 <br />possession of the Contractor’s equipment for the purposes of providing emergency 2119 <br />services in accordance with Article 12. 2120 <br />7.09 MFD AND COMMERCIAL RECYCLING BLITZ 2121 <br />Upon Agency’s request, Contractor shall provide a Recycling Blitz outreach program that 2122 <br />will target Multi-Family Dwelling, Mixed Use, and Commercial Customers as needed. Such 2123 <br />a change shall be considered an Agency-directed change in scope and handled in 2124 <br />accordance with Section 15.12. As part of the Recycling Blitz, Contractor may be required 2125 <br />to offer to provide Single-Stream Targeted Materials Recycling and Organic Materials 2126 <br />Collection Service to Multi-Family Dwelling and Commercial Customers that are currently 2127 <br />receiving limited or no Recycling or Organic Materials Collection service.
