<br />Staff Recommendation <br />Staff recommends that the City Council adopt the proposed fees, effective July 1, <br />2018, and direct staff to administratively incorporate these fees into the City’s Master <br />Fee Schedule. <br /> <br />Staff also recommends adoption of the proposed ordinances described in this staff <br />report. <br /> <br />Public Hearing Notice <br />Pursuant to California Government Code Sections 6062a, 66014, 66016, and 66018 <br />notice of the public hearing was published at least 10 days in advance and was <br />published twice in the newspaper with at least five days between publications. In <br />addition, at least 10 days prior to the public hearing, the City made available to the <br />public data indicating the amount of cost, or estimated cost, required to provide the <br />service for which each fee or service is charge is levied and the revenue sources <br />anticipated to provide the service, including General Fund revenues. <br /> <br />ALTERNATIVES <br />City Council may decline the proposed fee changes which may have the effect of <br />incomplete cost recovery for services provided or of discouraging small residential and <br />business projects. <br /> <br />FISCAL IMPACT <br />The proposed fees for Community Development and Fire Department services <br />represent the cost for services that are discretionary on the part of the user and <br />primarily benefit the user. To the extent the City does not fully recover its costs for <br />those services, General Fund dollars will offset the activity. Tax subsidies for services <br />will reduce General Fund tax dollars available for City services benefitting the general <br />public. Pursuant to Government Code Section 66017, new development fees may be <br />effective no sooner than 60 days following the final action on the adoption of the fee. If <br />the related ordinance amendments are adopted on April 9, 2018, the fees will become <br />effective on July 1, 2018. Beginning on July 1, 2019 will be increased each fiscal year <br />by a factor equal to the annual net change in average City salaries and benefits costs. <br /> <br />Currently, costs incurred for code enforcement activities relating to notices of violation <br />are fully funded by the General Fund. Adopting an amendment to Chapter I of the <br />Municipal Code will allow the City to recover these costs. This will help to alleviate the <br />burden on the General Fund caused by individuals or parties who violate the Municipal <br />Code. <br />8.B. - Page 5
