Staff <br />Williams replied that the applicant is still responsible. Commissioner Radcliff <br />asked what the time line is for the Downtown Precise Plan and the General Plan. <br />Staff Williams replied that the Downtown Precise Plan may get done around the <br />middle of 2006. Commissioner Codding asked if the developer can proceed with <br />the Site Specific Plan without delays even though the Downtown Precise Plan is <br />not complete. Staff Williams replied that was correct. Commissioner Gee <br />wanted to know if the time frame was correct and if the Precise Plan Process is a <br />6-9 month process and the Downtown Precise Plan - full Environmental Review - <br />is a 12-18 month process. Staff Williams replied that was correct. Planning <br />Manager Church stated that the Downtown Precise Plan has been under <br />construction for 18 months and that the hearing process is unsure. It takes 9 <br />months from then to finish the Environmental Review, but it could be a lot longer <br />or shorter. Chair Paulson asked under the current Zoning that what is allowed. <br />Staff Williams responded that Residential is allowed. Staff Liaison Passanisi also <br />added that housing is permitted in the area within 1500 feet of the Cal Train <br />station. <br /> <br />PUBLIC COMMENT <br />Joe Carcione, property owner at 601 Brewster, stated that the parcel shown is <br />20,000 square feet, there is a piece that is owned by the County of San Mateo, <br />and Mr. Sayer only owns 15,000 square feet and does not own the County <br />property. If he were to be able to buy from the County then he would have a total <br />of 18,000 square feet. Mr. Carcione stated that he is concerned about the plan's <br />height, size, and density, and that he sees no setbacks. We need to have <br />
