<br />¿(!-¿{ <br /> <br />approve the Precise Plan would it then open up to other developers to come in <br />and do the same. Tuscan Towers does excellent work and the City needs to <br />look at the overall City. <br /> <br />Judy Buchan stated the City needs to consider the right way of investment and it <br />needs to be worked in with the Downtown Precise Plan. <br /> <br />Janet Borgens is fortunate the City of Redwood City allows its citizens to state <br />their opinion. She agrees with the other speakers on the height and understands <br />the need for housing and is pleased that the developer stated the idea is just a <br />concept. She said this is the citizen's opportunity to participate in meetings and <br />to work with the developer. Putting housing in the downtown is part of what the <br />City does. She believes that people are building second story additions because <br />there is no more land space, and as we are continuing to grow we need to go up. <br />She asked staff what it would mean if some of the neighbors are not notified with <br />flyers or mail outs. Staff Williams replied that if one person does not get the <br />notice then it does not invalidate the whole notice. <br /> <br />Chair Paulson asked Staff Liaison Passanisi how the Precise Plan came to us in <br />the first place. Staff Liaison Passanisi replied that it is governed by the Zoning <br />Ordinance, Article 52. The Precise Plan can be initiated by the City or the <br />developer can request it. The Planning Commission would then make a <br />recommendation to Council whether it wants a Precise Plan. The project may <br />end up not looking like anything that is shown. <br /> <br />Commissioner Seybert wanted to know if the initiation of the Precise Plan <br />process determines the height. Staff Passanisi replied that it will be discussed in <br />the Precise Plan. Commissioner Seybert stated that it is important that this <br />initiates discussion; he then brought up Abbott Labs going through a planning <br />process that went down in size. Commissioner Cronin asked Staff Passanisi to <br />clarify the public process for the Precise Plan and how the public can get <br />involved. Staff Passanisi responded that the Precise Plan would go before the <br />City Council, and then there would be Public Hearings where citizens can then <br />comment. Staff Williams recommended that staff have community meetings first <br />that involve the neighborhood. Commissioner Gee requested that the Planning <br />Commission have a study session with the Architectural Review Committee. <br /> <br />Chair Paulson asked if this plan moves forward would it be conflicting or <br />conforming to the Downtown Precise Plan. Planning Manager Church replied <br />that if it does go forward it would not be on the City Council agenda until <br />sometime in August, much sooner before the Downtown Precise Plan is <br />complete. <br /> <br />Chair Paulson reminded everyone of the two Study Sessions on Monday, August <br />8 at 7:00pm and Monday, August 22 at 7:00pm. Staff Church stated that the <br />August 8th meeting involves the height and Planning issues in the Downtown <br />Plan and the August 22nd meeting is the rail infrastructure and traffic impacts. <br />There may be two to three more study session with Council after the August 22nd <br />Study Session. <br />
