The site is 17,500 square feet in size, is <br />vacant and flat, and is without natural vegetation (Figure 2). The site lies in a highly <br />urbanized setting at the intersection of Fuller Street, a cul-de-sac serving surrounding <br />office uses, and Winslow Road, a collector road that links downtown to Industrial Road <br />to the north and to Veterans Blvd. and Highway 101 via Brewster or Whipple Ave. <br />Surrounding uses include professional and medical offices, public (County) buildings, <br />including the County jail and courthouse, and occasional residential uses interspersed <br />among the offices. The area north of Brewster Ave. is primarily residential. <br /> <br />BACKGROUND AND PROJECT DESCRIPTION: <br /> <br />The applicant has submitted a conceptual development plan for the site for review by <br />staff. The applicant's proposal includes a total of 80 residential units in 8 floors above 2 <br />levels of podium parking and 1 level of subterranean parking (a concept site plan and <br />perspective are attached). A maximum height of 100 feet is proposed, with some <br />architectural features extending up to 123 feet. The Plan Review Committee's initial <br />comments are outlined in the attached letter, dated June 23, 2005. The letter notes that <br />the proposal does not comply with current zoning requirements for density and height. <br />On July 5, 2005, the applicant submitted a request to initiate a site specific Precise Plan <br />for the subject property at 439 Fuller Street. <br />
