<br />6c?-7' <br /> <br />Staff Report <br />To: Planning Commission <br />Subject: 439 Fuller Street <br />July 19, 2005 <br />Page 2 of 5 <br /> <br />The City Council, Planning Commission, and Architectural Review Committee met on <br />June 13, 2005 to consider initial policy options regarding the preparation of the <br />Downtown Precise Plan, intended to provide policy direction and standards for <br />development in downtown. Initial key recommendations of the Plan include provisions <br />for higher density housing throughout downtown and an emphasis on mixed use and <br />public spaces in the downtown core. AdditiolÌàl joint meetings are scheduled for August <br />8th and August 22nd to consider more specifics of the Plan. The adoption of the Plan is <br />anticipated in mid-2006. <br /> <br />DISCUSSION: <br /> <br />Initiation of Preparation of Precise Plan <br /> <br />Article 52 of the Zoning Ordinance (attached) outlines the process for establishment of a <br />Planned Community (P) district. Section 52.1 indicates that the P district: <br /> <br />"is designed to provide for those uses or combination of uses, appropriately <br />requiring flexibility under controlled conditions not otherwise attainable under <br />other districts." <br /> <br />Section 52.2 states that: <br /> <br />"The P District will be established for the area of any Precise Plan and the P <br />District and Precise Plan will be adopted simultaneously." <br /> <br />Pursuant to Section 52.5(A), initiation of a Precise Plan may be directed by the City or <br />may be requested by an applicant. If requested by the applicant, initiation of a Precise <br />Plan requires review and recommendation by the Planning Manager and then the <br />Planning Commission, and subsequent authorization by the City Council. <br /> <br />The Precise Plan is a City document, intended to reflect City policy for the site or area. <br />The Plan must be prepared by City staff or by a consultant(s) under the direction of City <br />staff. The cost of the preparation of the Precise Plan is borne by the applicant, who has <br />requested its preparation. <br /> <br />Scope and Benefits of the Precise Plan <br /> <br />The applicant proposes that a Precise Plan be prepared for the specific parcel at 439 <br />Fuller Street (Figure 4). An alternative Precise Plan area could include the entire block <br />(bounded by Winslow, Fuller, and Allerton) around the site, including two adjacent office <br />parcels (Figure 5). Either option would include the Fuller Street cul-de-sac and a <br />determination of whether to connect that street to Winslow. <br /> <br />
