<br />¿( e- /61 <br /> <br />Staff Report <br />To: Planning Commission <br />Subject: 439 Fuller Street <br />July 1 g, 2005 <br />Page 3 of 5 <br /> <br />Some of the benefits of preparing a Precise Plan for the site and/or the adjacent parcels <br />in advance of the Downtown Precise Plan include: <br /> <br />. Maintaining the momentum of downtown redevelopment <br />. Providing for higher density housing, including affordable housing units, in <br />proximity to the train station and mixed use development <br />. Developing a standard for high quality pedestrian -oriented design <br /> <br />Staffs primary concern about preparing a Precise Plan is that it should not prejudice the <br />overall goals and standards of the Downtown Precise Plan. This can best be achieved <br />by limiting the area included in the proposed site-specific Precise Plan and by <br />incorporating key components of the Downtown Precise Plan as they are developed. <br />The inclusion of other parcels could substantially prolong the Precise Plan process, as <br />the property owners for those parcels must also cooperate in the formulation of the <br />Plan. <br /> <br />Issues to be Addressed in the Precise Plan <br /> <br />A Precise Plan for this site and/or surrounding parcels would address a broad spectrum <br />of important planning and design concerns, including: <br /> <br />. Appropriate height relative to other buildings and uses in the vicinity (Figure 2 <br />indicates the height in number of stories for several nearby buildings) <br />. Height transitions from the taller County buildings down to the residential area to <br />the northwest across Brewster Ave. to minimize impacts on nearby residents <br />. Compatible density for the site <br />. Convenient but safe access to the site and sufficient parking to avoid excessive <br />parking on the streets <br />. Usable open space for residents of the site and landscape to soften the project's <br />visual impacts <br />. Ground floor uses (office) wrapping the parking structure on the Winslow and <br />Fuller street frontages and wrapping of any parking that occurs at the second <br />story, so that all parking is concealed from the street <br />. Design criteria to assure attractive buildings and landscaping, as well as <br />pedestrian-oriented features <br />. Connection of Fuller Street to Winslow for enhanced circulation <br />. Affordable housing criteria <br />. Relationships of the project to adjacent parcels <br /> <br />The Precise Plan to be developed will be the City's Plan for the area and should <br />encompass goals and policies of the City, rather than the specific project needs of the <br />
