The aim, however, is to produce a plan that can fulfill the objectives of both <br />the City and the applicant, as well as nearby property owners and residents. <br /> <br />GENERAL PLAN AND ZONING COMPLIANCE: <br /> <br />The site is designated "Commercial/Office - bffice Park Oriented Uses - Mixed Use" on <br />the General Plan. Zoning for the site is 'CA' (Central Administrative) (Figure 3). The <br />applicant's proposal is consistent with the General Plan land use designation, but <br />exceeds the allowable General Plan density limitation of 40 units per acre, and would <br />therefore require a General Plan amendment. The proposal would be inconsistent with <br />current zoning limits for density (40 units per acre) and height (75 feet), but the Precise <br />Plan would replace the current CA zoning with site-specific uses and standards. <br /> <br />ENVIRONMENTAL REVIEW: <br /> <br />Environmental review of the Precise Plan will be required, in accordance with the <br />provisions of the California Environmental Quality Act (CEQA). At this initial stage, staff <br />anticipates that a Mitigated Negative Declaration (MND) will be prepared. The MND will <br />address issues such as traffic, parking, and visual impacts of the Plan. Public review of <br />the Draft MND will occur prior to the Planning Commission's action on the <br />environmental document. <br /> <br />PUBLIC NOTIFICATION AND OPPORTUNITIES FOR PUBLIC INPUT: <br /> <br />Public notice of the Planning Commission meeting was mailed to all owners of property <br />and tenants located within 300 feet of the subject site, plus the chairperson of the <br />Centennial Homeowners Association. The Zoning Ordinance does not require notice <br />and a public hearing for initiation of a Precise Plan, but the notice affords affected <br />persons an early opportunity to become involved in the process. <br /> <br />Public input will also be available at several points in the process of preparing the <br />Precise Plan, including: <br /> <br />. An early informational meeting with area property owners and residents to <br />assess their preliminary concerns about development of the site <br />. Review of the Preliminary Draft Precise Plan by the Architectural Review <br />Committee and the Planning Commission <br />. Review of the Draft Precise Plan by the Planning Commission <br />. Review of the Initial Study/Mitigated Negative Declaration by the Planning <br />Commission <br />. Review and action by the City Council <br />
