9. Work with the County on quarterly rotating exhibitions and other collaborative art <br />initiatives <br />10. Increase annual Art in Public Places Fund as possible <br />11. Hire Director of Cultural Affairs, reporting to Director of Parks, Recreation and <br />Community Services, to oversee programs such as public art, cultural funding, <br />grants, creative place making, special events, cultural facility management, <br />creative entrepreneurship, and the creative economy <br />12. Research, plan and fundraise for a larger budget public art projects in order to <br />realize one public art project per year. <br /> <br />Along with these recommendations, the consultant provides detailed processes and an <br />action plan to guide the City and the Commission. Details on the Commission’s <br />expanded role are included in the Master Vision, as is the Flow Chart for review and <br />recommendation for public art. The process recommendation is as follows: <br /> <br />1. City staff reviews and submits the proposal to the Civic Cultural Commission <br />(CCC) <br />2. The CCC approves and arranges a special review/steering committee <br />3. The committee approves or rejects the project and reports to the CCC and to City <br />Council <br />4. The committee oversees and/or assists the applicant through all stages of <br />research, conceptual proposal, community input, revisions, and final design <br />approval <br />5. The committee reports to the CCC for approval <br />6. City Council votes on approval <br /> <br />This process differs from the existing ordinance and procedures. <br /> <br />With any of the specific recommendations that require further study and formalization, <br />staff and the Commission will come back to the City Council for consideration and <br />approval. <br /> <br />Several of the recommendations in the Public Art Master Vision would require <br />amendments to the Redwood City Code, including adoption of a 1% public art <br />requirement for residential developments, changes to the name and role of the CCC, <br />and changes to the approval process for public art projects. Implementation of these <br />and other recommendations will require staff review to ensure consistency with <br />applicable ordinances, regulations, and policies. <br /> <br />ALTERNATIVES <br />Based on the direction provided by Council, the Council could accept all or individual <br />recommendations within the Public Art Master Vision. <br /> <br />FISCAL IMPACT <br />The City Council approved appropriation of $75,000 towards the Public Art Master <br />Vision process in FY 2016-17 for the work by the consultants.
