The DEIR was available for public review and comment from January 26, 2018 through March <br />12, 2018 with the Planning Commission holding a public hearing to receive comments on <br />February 20, 2018. Comments received include: <br /> <br />· BIAC concern with parking and traffic <br />· HRAC comments relating to preserving the water tank on-site <br />· CalTrans requested the project contribute to connections to transit, requested a copy of <br />the drainage study, including sea level rise and suggested the project implement a <br />robust transportation demand management plan. <br />· County of San Mateo request the project address potential increase of flooding on the <br />County’s adjacent property. <br />· PG&E’s standard comment letter relating to PG&E facilities. <br />· Comments from eleven persons requesting that Docktown Marina remain, that the water <br />tank be preserved at its current location and consideration of the smaller development <br />alternative evaluated in the Draft EIR. <br /> <br />The CEQA consultant prepared the Final EIR (FEIR) for City Council certification. The FEIR <br />contains minor text corrections and written responses to comments from the public and <br />responsible agencies provided during the 45-day public review period on the DEIR. None of the <br />input received from the public and responsible agency identified new impacts or changes to the <br />analysis/ outcomes of the DEIR. The mitigation measures contained in the EIR are incorporated <br />into the conditions of approval for the project to avoid or substantially lessen significant <br />environmental effects. Therefore, no further analysis is required and there is no need to <br />recirculate a revised EIR with new information. The FEIR was available for public review on <br />April 23, 2018. <br /> <br />Water Tank <br />The water tank structure on-site is estimated to have been built circa 1915 and may have been <br />used to supply water to the schooners that sailed Redwood Creek. The structure was heavily <br />modified around 1965 and is currently used by the Peninsula Yacht Club as an office and social <br />club. The historic evaluation completed in the DEIR concludes that the water tank structure <br />does not meet any of the criteria for listing in the National Register of Historic Places or the <br />California Register of Historic Resources as the modifications to it have reduced the integrity of <br />the original structure to a point where it no longer conveys strong historical or architectural <br />associates with Redwood City’s earlier redwood shipping industry. The evaluation finds the <br />structure eligible for local designation as a landmark as it; 1) exemplifies or reflects special <br />elements of the City’s cultural, aesthetic or architectural history; and 2) is identified with events <br />significant in local history. <br />The EIR includes a mitigation measure relating to the relocation of the water tank to require: <br />photo documentation; preparation of a relocation plan by a qualified preservation architect and <br />structural engineer; and that the tank be reconstructed near the shoreline on permeant footings, <br />7.A. - Page 18
