<br />ATTY/RESO.0035/CC RESO CERTIFYING FINAL EIR – 1548 MAPLE <br />REV: 04-30-18 PR <br />Page 5 of 49 <br />or similar detention device for settling of sediments prior to their release downstream in <br />accordance with the approved Stormwater Pollution Prevention Plan. <br />BIO-2c: Excavated material shall not be placed on aquatic vegetation, or allowed to <br />fall or be transported into Redwood Creek. <br />BIO-2d: Silt-trapping devices shall be used to minimize downstream sedimentation. <br />BIO-2e: Rock riprap in low-flow channels shall only be used where riprap is <br />determined to be the only feasible stabilization approach. Individual bank stabilization <br />activities using rock riprap shall not exceed 500 feet in length along the bank, and the amount <br />of riprap used shall not exceed 1 cubic yard per running foot placed along the bank below the <br />ordinary high water mark without specific authorization from the applicable resource agency. <br />Finding: Implementation of Mitigation Measures BIO-2a through BIO-2e would <br />reduce the project-related impact to longfin smelt and other native fish species to a less-than- <br />significant level. <br />Facts in Support of Finding: These mitigation measures appropriately identify the <br />season in which longfin smelt or other native fish species are likely to be present, and <br />address a process to avoid potential impacts if it is necessary to work below the ordinary <br />high water mark or mean high tide line within Redwood Creek between December 1 and <br />July 31. <br /> <br />Impact BIO-3: Construction activities associated with the proposed project and the <br />project variant could interfere with the movement or habitat quality of white-tailed kite and <br />longfin smelt. <br />Mitigations BIO-3a: Prior to the initiation of construction activities (including <br />demolition, and staging) all personnel associated with project construction shall attend an <br />Environmental Awareness Training. The training should be conducted by a qualified biologist, <br />to aid workers in recognizing special-status resources that may occur in the project area. The <br />specifics of this program should include identification of the special-status species and <br />habitats, a description of the regulatory status, and review of the measures required to reduce <br />impacts to biological resources on the project site. Each worker shall be given a handout with <br />key points. At the end of the training, all workers should sign to document their participation <br />in the program and understanding of the measures. <br />BIO-3b: No pets or firearms shall be allowed at the project site, with the exception of <br />authorized law enforcement personnel. <br />BIO-3c: All food-related trash that may attract predators and vermin shall be properly <br />contained and removed from the work site daily. <br />BIO-3d: All refueling, maintenance, and staging of equipment and vehicles shall occur <br />at least 100 feet from the top of bank of Redwood Creek. Secondary containment shall be <br />used during refueling. A spill prevention plan shall be in place prior to the initiation of <br />demolition or construction activities. <br />BIO-3e: All vehicles and equipment shall be maintained in good working condition and <br />free of leaks. <br />7.A. - Page 42
