Advisory Committee members ner.d not be Board members. The composition and role of an Advisory Committee shall be as determined by the Board. 4.G There is estab3ished a Memb�r Agency Committee, at any given dme compostd of a]1 the ' cutrent Publie Directors, plus one City Council member from eaeh Member Agency (as may be selected by that Member Agency) thnt does not have a council member on the Boazd�at the timc. The Board shall receive advice and input from thc Member A�ency Committoe in �l matters involving budaets, assessments to Member Agencies and dccis�ons as to the ju�isdicdons in which Pi•o�r.tm funds are to be spent. The Member Agency Cotnmittee is intended to provide an opportunity for every Member Agoncy, whether or noi it has a council member on the Board, to partici�ate in d�e fiscal and pro� ammatic deliberations of HEAT-SMC. Tho Member Agency � Conurittee may provide advice and input to the Board on additional topics or matters as may be set forth in the ByJaws, or as may otherwise be determined by the Board fi•on� lime to time. 5. Budeets nnd Fiaancin�. 5.1 The Board annualJy sh�►Il adopt, by a datc HEAT-SMC designates by resolution, an operating budaei fvr HEAT-SMC setdng forth anticipated expenses, �n�ncing sou��ces nnd proposed service levels neccssaPy to carry out the purposes of this Aereement, The budget for HEAT-SMC shal] distinguish between Administrative costs (i.e., the cost of operating HEAT- SA4C) and Program costs (i.e., the financing of tho programs funded or sponsored by HEAT- SMC7. HEAT-SMC shall establish its fiscal year by resolution. Immediately after approvin� the annua! budget, the Board shall recomrnend the budget to the govemine bodies of the Member Agencies. The Board shail secure from e�1ch Member Agency contributions, appi and/or commitments to contribute services or other eonsideration in accordance ��ith each Member Agency's obligations xs detemiined by the Board �s set forth in this Agreement.
