Mitigation <br />wetlands shall be monitored for a minimum of five years to <br />verify that the success criteria have been achieved. The <br />applicant shall also provide financial assurances for the <br />operation and monitoring of the created wetlands. <br />The MMP shall be approved by the Regional Water Board <br />and the City prior to approval of the Final Map. <br />The purchase of mitigation credits from the mitigation bank <br />would accomplish the goal of the California Wetlands <br />Conservation Policy ("No Net Loss Policy;" Executive <br />Order W-59-93) to "ensure no overall net loss and achieve a <br />long-term net gain in the quantity, quality, and permanence <br />of wetlands acreage and values in California."
