Mitigation wetlands shall be monitored for a minimum of five years to verify that the success criteria have been achieved. The applicant shall also provide financial assurances for the operation and monitoring of the created wetlands. The MMP shall be approved by the Regional Water Board and the City prior to approval of the Final Map. The purchase of mitigation credits from the mitigation bank would accomplish the goal of the California Wetlands Conservation Policy ("No Net Loss Policy;" Executive Order W-59-93) to "ensure no overall net loss and achieve a long-term net gain in the quantity, quality, and permanence of wetlands acreage and values in California." A credit purchase agreement or receipt shall be provided prior to approval of thearadinQ plan.
