CEQA – Grading & Water Table

Contention:
Soil excavation constitutes unusual circumstances because it entails off-hauling
approximately 2 cares of fill to a depth of 15 ft., which could potentially impact
traffic, noise, and air quality. This would be below natural groundwater level and
could impact groundwater and Redwood Creek.

City Response:
Proposal no longer entails subterranean parking.
Updated soils report confirms that substantial off-hauling is not required.
Grading depth recommended for 24” below subgrade elevation below
fire lane and driveways to 5’ beyond curb line.
Deep foundation system recommended which produces low noise and
no vibrations.
Report recommends studying dewatering measures if needed, which was
also recommended for other similar projects that were categorically
exempt in the nearby vicinity.
