CEQA – Grading & Water Table <br /> <br />Contention: <br />Soil excavation constitutes unusual circumstances because it entails off-hauling <br />approximately 2 cares of fill to a depth of 15 ft., which could potentially impact <br />traffic, noise, and air quality. This would be below natural groundwater level and <br />could impact groundwater and Redwood Creek. <br /> <br />City Response: <br />Proposal no longer entails subterranean parking. <br />Updated soils report confirms that substantial off-hauling is not required. <br />Grading depth recommended for 24” below subgrade elevation below <br />fire lane and driveways to 5’ beyond curb line. <br />Deep foundation system recommended which produces low noise and <br />no vibrations. <br />Report recommends studying dewatering measures if needed, which was <br />also recommended for other similar projects that were categorically <br />exempt in the nearby vicinity.
