<br />B. Consideration of First Amended and restated Joint Exercise of Powers <br />Agreement of the South Bayside Waste Management Authority ("SBWMA") <br /> <br />Finance Director and Director of Financial Planning ponty explained the topic and <br />gave the background on the SBWMA. He further stated that there is not a specific <br />staff recommendation as the question remains as to who should sit on the <br />SBWMA board and should be responded to by the City Council. He further <br />explained the amendments. <br /> <br />Council stated that the recommended amendments make sense, that the staff <br />members should be the representatives on the board and a full time executive <br />director should be appointed. Questions were asked about compensation for the <br />Executive Director and projected administrative costs. The need for guidelines in <br />the RFP process with regular updates was expressed. <br /> <br />Recommendation: <br />M/S Howard/Bain to approve the resolution approving the First Amended and <br />Restated Joint Exercise of Powers Agreement and comments and suggestions <br />made by Vice Mayor Foust to be forwarded to the Authority for reference. <br /> <br />RESOLUTION 14684 OF THE CITY OF REDWOOD CITY APPROVING THE FIRST <br />AMENDED AND RESTATED JOINT EXERCISE OF POWERS AGREEMENT FOR THE <br />SOUTH SA YSIDE WASTE MANAGEMENT AUTHORITY <br /> <br />The motion passed by a unanimous roll call vote. <br /> <br />MINUTE ORDER 05-250 <br /> <br />C. Solid Waste Collections Rate Increase <br /> <br />Director of Finance and Financial Planning Ponty stated that the increase is the <br />first since 2001 and was discussed and reviewed by the Utilities Committee in <br />October. He stated that the primary factor in the increase is higher employee costs <br />and further explained the background on this recommendation. <br /> <br />Council questions ensued regarding customer notification and community <br />outreach. Comments included thanks to the Utilities Committee and that this is a <br />highly regulated franchise and that the residents are getting the level of service <br />that they have requested. The rate increase is a direct reflection of that level of <br />service except that the increase is less as a result of the Board's negotiations and <br />work. <br /> <br />There was no public comment. <br /> <br />Recommendation: <br />M/S Foust/Howard to approve an 8.1 % rate increase effective February 20, 2006. <br />For typical residential customers who have one 32-gallon container picked up once <br />a week, the increase will amount to $1.27 per month. <br /> <br />JOINT CITY COUNCIL AND REDEVELOPMENT AGENCY MEETING <br />MINUTES <br /> <br />DECEMBER 19. 2005 <br />PAGE 7 <br />
